ASA Recruitment is working with a leading public sector client seeking a highly experienced Target Operating Model (TOM) Specialist for a major transformation programme. This is an exciting opportunity to make a real impact in shaping the operational framework of a public service organisation, driving both digital transformation and long-term organisational change.
The Role
You’ll be at the heart of a strategic change programme, reviewing, designing, and implementing Target Operating Models across multiple business units. A key focus will be supporting the implementation of Microsoft Dynamics, replacing a legacy case management system within the Office of the Public Guardian. Working closely with senior stakeholders, change management teams, and cross-functional departments, you’ll deliver streamlined processes and structures aligned with the organisation’s strategic goals.
Key Responsibilities
- Lead the design and delivery of TOMs across complex business areas
- Analyse current operations and identify opportunities for process and structural improvements
- Collaborate with senior stakeholders to define strategic priorities and align models accordingly
- Support digital transformation initiatives, including system implementation and service redesign
- Produce high-quality documentation to capture current and future state operating models
- Ensure changes enhance efficiency, service delivery, and user experience
