Location: Weston-Super-Mare
Hours: 40 hours per week, Monday to Friday, between the hours of 07:30 and 16:30 but could vary due to workload
Salary: £55,000 - £65,000 per annum

Job Purpose: Reporting directly to the Board of Directors, will be responsible for managing the efficient and effective delivery of Highway Cyclical and Reactive Maintenance operated on behalf of the client. The role will directly manage teams delivering winter and reactive maintenance, drainage cleansing and repair, emergency response services, and road signage and line markings. You will also ensure that exceptionally high levels of customer service are always maintained, whilst delivering on specified targets, including health & safety, compliance, and supporting the achievement of the Company’s objectives and work plans.
Principal Duties and Responsibilities:
- Ensure that supervisory and operational teams deliver on all the specified requirements of the services.
- Oversee the programme management of all core service works, including collaboration with client and internal departments.
- Positively encourage a safe working culture and behaviours engaging teams in accordance with legislation, safe systems of work, monitoring, and trend analysis.
- Assure that all operations are risk assessed, updated annually and when required e.g. following incidents.
- Ensure that all incidents are investigated in a timely manner and oversee all insurance and reporting requirements.
- Constantly review the services to ensure that efficiency levels are continuously improved upon, bringing value-added financial performance to the Company.
- Work with the senior leadership team to develop and implement innovative new commercial opportunities which continuously improve on the financial performance of the Company.
- To ensure that all line reports and their teams are inducted and trained appropriately on an ongoing basis, appraised, and given opportunities to succeed.
- Manage recruitment in line with agreed establishment targets, ensuring fair and equitable processes that give opportunities for under-represented groups.
- Ensure that all Company policies and procedures and legal obligations are understood and adhered to by all members of staff, including conducting disciplinaries up to and including dismissals.
- Work with suppliers to maximise the benefit of service delivery versus cost.
- Develop and maintain excellent working relationships with the Client and internal/external customers.
- Attendance at Client/customer meetings as required.
- Ensure that all reports required as part of the Contract are delivered in time for meetings and any follow up actions are completed in a timely manner.
- To take budgetary responsibility for Operational Costs, providing variance updates to the Board of Directors.
- Work with the senior leadership team to ensure that all financial/budgeted targets are achieved for the Contract including but not limited to overtime, staff numbers and revenue.
- Work with temporary staff providers to ensure effective use of agency staff by ensuring that Supervisory teams control holidays and sickness.
- Work with senior leadership team to assure all staff have access to appropriate welfare facilities; and those operational locations e.g. operational depot/s are maintained to a compliant and safe standard.
- Directly manage the maintenance, performance, and general asset management of fixed and hired plant/equipment including assurance that they are always operated in a safe manner and in accordance with manufacturer’s guidelines.
- Work with the Fleet Department to ensure sufficient mobile plant and vehicle allocation for the Services.
- Work with the client to develop, implement and maintain a Winter Maintenance service that meets the statutory requirements and codes of practice.
- Assure provision of on-call driver pool as per agreed Winter Maintenance Plan.
- Lead the efficient and effective Reactive Maintenance service delivery including potholes and patching, kerbing and channel replacement, replacing/bedding ironwork, gully cover and manhole replacements, and sign replacement work.
- Maintain a sufficiently resourced and skilled on-call management, and operational response rota 24/7 365 to respond to incidents including weather events, road traffic incidents, emergencies, flooding, and the removal of obstructions or spillages on the highway network.
- Maintain standards across the drainage network by delivery of efficient and effective Drainage Gully Cleansing via programme management and inspection.
- Manage effective supply chain relationships for the delivery of sub-contracted elements of the services including traffic signage supply, advanced traffic management, and provision of road markings.
- Maintain standards required at each site in relation to waste storage, and provide cost effective solutions for the recycling and disposal of materials.
- Deputise for the Operations Director or the role’s line reports in their absence.
- Carry out any other such reasonable job-related tasks as the Company may require you to undertake from time to time.
Must have:
- Degree or equivalent in relevant discipline
- IOSH qualification
- NEBOSH qualification
- Winter Service Operations with NEREO registration card
- CSCS/SMSTS National Highway Sector Scheme TM Managers qualification e.g. 12DT7
Experience:
- Proven professional and/or industry experience.
- Experience managing sub-contractors and supply chain.
- People management including experience of HR processes.
- Proven track record of working to specified service KPI targets.
- Financial proficiency with good experience of working within operational budgets.
- Proven professional management experience in Highways discipline.
- Proven experience of Winter Maintenance regimes.
- Proven track record of delivering continuous improvement within a service environment.
Technical:
- Excellent understanding of English local authorities statutory Highways duties.
- Conversant with regulations underpinning contract inc. Highways Act 1980 and CDM.
- Knowledge and application of Health, Safety and Environmental legislation.
- Excellent knowledge of current and emerging highway maintenance regimes.
- Professional body membership.
- Good geographical awareness of industry supply chain in South West.
