Location: Project-Based

Reports to: UK & Ireland Commercial Director & Line Manager in the project (typically Project Commercial Lead)

Key relationships: UK & Ireland Head of Supply Chain, Project Directors, Commercial, Delivery Team, Client, Project Controls, Planners and Supply Chain plus usual project contacts.

Role: You will report to the Project Commercial Lead and manage the supplier procurement and supply chain process in line with Company procedures and policies. In addition to the procurement manager lead role, there is a requirement to ensure that the Ferrovial Construction UK & I Supply Chain strategy is implemented across all UK businesses.

Key Responsibilities:

  • Manage and maintain a team of buyers across various projects under the framework.
  • Ensure compliant onboarding of suppliers & subcontractors in line with procedures.
  • Carry out comparatives/tendering in line with the company procedures and individual client contract requirements.
  • Prepare and issue Purchase Orders.
  • Ensure purchase & hire requisitions are processed in a timely manner by the team.
  • Maintain a Supplier List dashboard with key metrics; performance, spend, scope.
  • Provide colleagues with updates regarding critical dates.
  • Liaise with suppliers to monitor the progress of Purchase Orders, ensuring deliveries take place on time and in full.
  • Set out & maintain for each contract package a full register of materials & hires taking into account remaining credit, key dates, WBS codes etc.
  • Resolve invoice queries and discrepancies with our suppliers and accounts department.
  • Familiarise and become proficient in assessing price comparisons and uploading comparatives onto the procurement system INSITE.
  • Ensure the team maintain file management on Asite/approved repositories.
  • Ensure company systems, procedures and processes are always adhered to.
  • Communicate with suppliers, site teams and other departments in Ferrovial.
  • Adopt and promote Ferrovial Construction UK Vision and Values.
  • Complete End of Contract Supplier evaluation process utilising the procurement team for delegation to wider FC stakeholders.
  • Advise Project Management/Senior QSs on implications of intended courses of action.
  • Develop strategy for the UK & Ireland Procurement function.
  • Design and implement reporting strategy and dashboards.
  • Maintain and regularly update Ferrovial Construction UK & Ireland Procurement procedures.
  • Support in/monitoring of the implementation of such procedure in the UK & Ireland projects for the purpose of project performance analysis/reporting and integration according to the Contract requirements/works information.
  • Facilitate Annual Supply Chain conferences.
  • Ensure Supply chain B2B meetings are held and action logs are maintained in Ferrovial SharePoint site.
  • Mentor procurement managers and team members.
  • Liaise with UK & Ireland Procurement staff and set targets and review performance.
  • Lead the UK & Ireland Procurement forum on a regular basis in coordination with the UK & Ireland Commercial Director.
  • Work collaboratively with UK&I Work winning, HSEQ, Quality, HR & Finance functions as required.
  • Coordinate with Madrid Central Procurement team.
  • Produce training and development plan for Procurement UK & Ireland staff in coordination with the UK & Ireland Commercial Director and HR Department.
  • Implement and supervise the Training Programme including delivery of some courses.
  • Develop an Audit Programme for the UK & Ireland projects. Implement and lead the Audit Programme including production of reports.
  • Support the Tendering Team in the production of Procurement strategies and related Management Plans.
  • Identify complex construction and associated risks/opportunities and assist in resolving any problems.
  • Work with HR/EIR as required to manage supply chain EIR risks.
  • Identify ways to reduce cost and improve service.
  • Reporting and Dashboard production using Power BI.
  • Prepare and assess cost forecasts.
  • Prepare presentations and attend interviews for the recruitment of Procurement staff.
  • Promote company values in all dealings with other employees, clients, subcontractors and other stakeholders.

Skills and Competence:

  • Previous procurement lead experience.
  • Good organisational skills and ability to multi-task in a fast-paced environment.
  • Enjoy working under pressure with good attention to detail to meet deadlines.
  • Excellent communication –(verbal and written) and presentation skills.
  • Commercial awareness, awareness of general order terms, as well as the implications of confirmation orders from suppliers.
  • Good understanding of NEC suite of contracts.
  • Good IT skills and adaptability.
  • Excellent knowledge of documentation systems.
  • Expertise with all Microsoft packages, especially Excel including at ease being able to carry out formulas & pivot tables. Experience using Power BI.
  • CIPS qualification – level 4 or higher.
  • Sound interpersonal skills and ability to interact collaboratively with the supply chain, colleagues and Client.
  • Ability to manage a team and deliver timely high-quality reports.
