Aster Group are seeking a senior leader to join its Property Investment team as Head of Programmes. This is a critical role with significant influence over how they invest in and maintain the quality, safety and long-term value of our homes. This is a hybrid role with the majority of time spent working from home.

You will lead the development and delivery of Aster’s 30-year investment plan, ensuring it is informed by data, shaped by collaboration, and aligned with the organisation’s wider strategic goals. Working across departments and with external partners, you will be responsible for commissioning and overseeing large-scale programmes of work that support the sustainability of their housing portfolio.

The Role

Reporting to the Assistant Director of Property Investment, you will provide strategic leadership across all elements of investment planning and programme delivery. Your remit will include planned and cyclical maintenance, major capital works and fire safety projects. You will ensure these programmes are grounded in robust data and governed by strong performance and risk management frameworks.

Your responsibilities will include:

  • Developing and implementing the 30-year capital investment plan, ensuring it supports long-term asset sustainability and corporate priorities
  • Commissioning annual and multi-year programmes, including major works and compliance-focused projects, ensuring alignment with asset condition data and regulatory expectations
  • Using asset performance data to guide decision-making on refurbishment, redevelopment and disposal of properties
  • Working closely with Finance, Treasury and Strategic Asset Management to lead the budget-setting process and ensure the investment programme is financially sound
  • Establishing clear governance structures, risk monitoring processes and reporting systems to maintain visibility over programme delivery
  • Building partnerships with contractors, consultants and residents, influencing procurement strategies and ensuring stakeholder engagement is embedded throughout

You will present to senior stakeholders including Executive and Board-level audiences, and be expected to provide assurance on the progress, quality and value of programmes under your leadership.

About You

You will be an experienced and forward-thinking professional with a background in housing, property, or the wider public sector. You bring not only strong technical understanding but also the ability to lead people, manage change and operate with strategic influence.

We are looking for someone with:

  • A degree or HND in a building-related discipline
  • Significant senior-level experience in asset management and the delivery of long-term capital investment programmes
  • Strong financial acumen, with experience managing multi-million-pound budgets and investment decisions
  • A confident, clear communicator who can influence and collaborate across internal and external stakeholders
  • Up-to-date knowledge of relevant legislation and best practice in property investment, including health and safety compliance, planning and housing standards
