The post holder will achieve this by being accountable to the Assistant Director Capital Programme. The post holder will be responsible for the implementation and monitoring of Capital Funded and Non-Recurring Revenue Projects ensuring that scheme requirements are delivered to agreed quality, cost and time parameters and reflects the estates investment programme. To assist with the implementation of the estates strategy. To ensure that relevant statutory, environmental, professional, technical standards and internal policies are identified and maintained in relation to the estates capital projects. Provide specialist support/advice to other professionals within the Estates Directorate along with other Trust Senior Officers.
Main duties of the job:
- The post holder will be responsible for the management of the work of external technical consultants ensuring that specific projects are delivered to agreed quality, time and cost targets.
- The post holder will be responsible for managing service user and client carer consultations and will have full involvement in the briefing and design process.
- The post holder will work with heads of respective departments to ensure requirements are met.
- The post holder will be responsible for administering several in-house Capital and Non-Recurring Revenue Projects which could be of varying size and complexity.
- Where appropriate the post holder will assist the Project Manager (Capital Works) and undertake feasibility studies, which will involve developing specifications, preparing drawings, tendering work or obtaining quotations as applicable.
- The post holder will also be responsible for assessing the technical capabilities and appointing contractors; the post holder will act as contract administrator/employer’s agent.

This post will be subject to a probationary period. NELFT places great importance on new starters being properly welcomed and inducted into the Trust. All new starters will join the Trust on the first Monday of each month and undertake a comprehensive induction of up to two weeks, including mandatory training, systems training and the allocation of equipment. As part of the process, new starters will have the opportunity to also meet the executive team, senior managers and attend a number of drop-in sessions focusing on engagement, health and wellbeing and key processes. The induction will be held at our head office in Rainham, Essex.
This post also attracts payment for High Cost Area Supplement of 15% of the basic salary (with a minimum of £4,714 to a maximum of £5,941 pro rata for part time).

Qualifications:
- Educated to degree level or HNC/HND plus additional education to degree level, or able to demonstrate equivalent level of knowledge.
- AutoCAD Computer Aided Design software or equivalent or adequate level of 2D CAD proficiency/experience.
- Evidence of continuing professional development and to regularly undertake R&D activities.
- Willingness to undergo further training.
Experience:
- Significant relevant experience of building or engineering services site works.
Knowledge:
- In-depth knowledge of Building Construction and/or Building Services.
- Tender, selection and appointment of advisors and contractors.
- Building Regulations, HTM, HBN.
- Programme management.
- Corporate Governance.
- Knowledge and appreciation of relevant Health and Safety legislation including, interpretation and application of Method Statements and Risk Assessments.
