Job Description:

This role is for 2 days per week, focusing on a temporary project to improve collaboration within regions for Powys County Council. The project aims to enhance joint working among Private Sector Housing teams, sharing intelligence and resources, and will conclude in February 2025. The project officers will also assist in developing exit strategies or securing future funding. We aim to employ at least one person in each of the 9 regions, considering part-time or short-term engagements.

The responsibilities include engaging with team leaders and senior staff to foster collaborative efforts across authorities and external stakeholders. The ideal candidate will support the sharing of intelligence and have innovative ideas for establishing regional and national structures to support Housing teams in becoming more intelligence-led. Some travel within the region and to facilitate best practice sharing will be required, though most work can be done remotely.

Candidate Requirements:

Experience (Essential):

  • Experience in enforcement or intelligence environments
  • Delivery of projects at local or regional levels
  • Experience with inter-organizational collaboration

Knowledge (Essential):

  • Understanding of statutory/regulatory controls in private sector housing, Trading Standards, or Environmental Health
  • Knowledge of the Intelligence Operating Model applicable to local authorities

Qualifications and Training (Essential):

  • Qualification at Level 5 or above

Personal Qualities (Essential):

  • Honest, reliable, committed

  • Ability to work under pressure in sensitive environments
  • Confident in delivering presentations

Skills (Essential):

  • Excellent interpersonal and analytical skills

Other Requirements (Essential):

  • Strong commitment to local government and public service
  • Valid driving license and ability to travel, including overnight stays
  • Maintain confidentiality at all times
