People Officer – Temporary – People Services Team – Grade 3

Working pattern: This is a full-time post however we are happy to talk about flexible working. We’re committed to supporting staff to achieve a healthy work-life balance. This is a hybrid role, working from Holyrood two days per week on Tuesdays and Thursdays, and from home.

This role is to support Members of the Scottish Parliament (MSPs) in their role as employers before and after the 2026 Scottish Parliament election. You’ll have a chance to put your HR knowledge and skills into practice, advising MSPs who are standing down or not re-elected about redundancy, and best-practice HR support and advice to newly-elected MSPs including helping with office structures and recruiting staff. You’ll contribute to the development of policies, guidance and support to help ensure new MSPs and their staff are equipped to take up their new roles We anticipate a start date of 1 September 2025 and for the role to be required until 30 September 2026.

The People Services Team is made up of around 15 staff. The office is responsible for providing a full range of services to support managers, colleagues, MSPs and their staff, in making the Parliament a great place to work. To achieve this, we work in partnership to develop people practices, encompassing diversity and inclusion throughout all areas including recruitment, health and wellbeing, onboarding and induction, employee experience, employee relations and administration.

As a People Officer, you’ll understand and be comfortable in providing guidance on the effective application of people policies, practices and procedures.

You’ll also get the opportunity to build your confidence and understanding of the complex interaction between best practice, taking a pragmatic approach and giving sound and consistent advice.

The successful candidate will have a CIPD accredited qualification (such as a Post-graduate Degree in Human Resource Management or CIPD equivalent) with Associate Membership of the CIPD. You may recently have graduated, or you may be working in an HR administrative or support capacity, newly qualified and keen to progress.

You’ll demonstrate a high level of personal credibility with excellent communication and influencing skills, with the ability to develop and maintain positive working relationships.

You’ll have excellent organisation and time management skills including the ability to manage competing demands.

You’ll have excellent problem solving and decision-making skills with the ability to stay calm under pressure and think through solutions to resolve challenges and respond with appropriate advice.

You’ll have good attention to detail with the ability to analyse complex data to identify trends.

Stage 2

If your application is successful, you’ll be invited to attend an assessment and interview. Assessments are expected to be held week commencing 30 June. Interviews will be held on 2 July, although both dates are subject to change.

Offers will be awarded based on merit. For this role, the following weighting is applied: Application 20%, Assessment 20%, Interview 60%.
