Finance Manager (Oracle Cloud and EPM)

Job Description

The role involves supporting the Team Leader – Oracle Cloud Support (Financial Systems Team) in providing system support for budget monitoring, budget development (EPM), and the maintenance of financial systems (ERP). Responsibilities include user setup, system queries via the call logging portal, and offering advice and guidance to Finance Business Partners across the council.

The role also requires maintaining and developing financial systems to reflect Council structures, ensuring accountability and supporting financial reporting to Cabinet and statutory bodies. Additionally, supporting the maintenance of EPM, Accounts Payable (AP), Accounts Receivable (AR), and Procure-to-Pay (P2P) system setups is essential, including liaising with Financial Systems Leads to ensure correct user access.

Role Purpose

• Support the Team Leader in providing system support for budget monitoring and development, and maintain financial systems ensuring they reflect Council structures for accountability and reporting.
• Assist in maintaining EPM, AP, AR, P2P system setups, ensuring correct user access through collaboration with Financial Systems Leads.

Responsibilities

• Align financial systems with the Council\’s management structure to maintain ownership and accountability.
• Review user setups in EPM & ERP, ensuring reporting lines, access levels, and authority reflect Council requirements, schemes of delegation, and segregation of duties.
• Maintain the financial system by updating, creating, and ending codes in accordance with statutory reporting requirements, following approval processes and SERCOP rules.
• Reconcile the Council\’s staffing establishment within financial systems, ensuring alignment with budget holders (EPM support task).

Requirements

• Demonstrable experience in local government finance.
• Experience using financial systems within large, complex organizations.
• First-year completion of a professional CCAB accounting qualification and/or relevant experience.
• Fully qualified AAT or equivalent, or relevant experience.
• Willingness to work flexibly.
