The Emergency Services Network (ESN) is a huge strategic priority for BT and our commitment to do the best for our customer and our country. ESN will be one of the most advanced Emergency Services Networks in the world, and BT is proud to be the official supplier providing mission critical and trusted communications for Britain's Emergency Services. The ESN will replace the existing Airwave network and build upon EE's existing 4G network to provide essential new voice, data services, and critical communications services to 300,000 members of frontline emergency service users.
This role is crucial as BT is committed to contractual, service-probability-based coverage deliverables, which will undergo unprecedented scrutiny and assurance. You will be responsible for ensuring that ESN coverage deliverables and projects are executed with high quality and contractual compliance, fostering confidence among end users. Your impact will bridge ESN portfolios and projects, promoting a consistent approach and ensuring alignment at the assurance level. You will be vital in securing final contractual compliance sign-off from the Home Office on the coverage and service probability requirements that BT is dedicated to delivering.
The successful candidate will need to be cleared to BPSS (or equivalent) as a minimum. You may even be required to undergo National Security Vetting (e.g. CTC, SC or NPPV).
What you’ll be doing:
- Function as Coverage Assurance point of contact for ESN directors, project colleagues, delivery partners, Home Office colleagues and end users. Communicate the ESN Coverage Assurance Test Plans to the end user community in support of ESN Service and ESN Communications teams.
- Lead on ESN Coverage Assurance, methodologies and implementation of test plans, design and implementation of drive testing services. Ensure the ESN Coverage Assurance mobilisations are of high quality, implementable and assured.
- Accountable for the assurance of the ESN Radio Plan, the changing ESN site count, the compliance assessment of ESN coverage predictions and the ESN site delivery plans. Assurance of the activities of the ESN Coverage Assurance Portfolio, spanning the Coverage Portal, MDT, GEO, Assure, Gap Fix, ESN projects and ESN Service Probability Drive Testing.
- Assure all information datasets shared with Home Office relating to contractual coverage compliance. Assure the design, procurement, build, and information presented of all ESN coverage visualisation portals. Assist Home Office and other ESN partner organisations in driving improvement in their coverage assurance activities and alignments.
- Support BT to build and integrate QA processes and procedures across Mobile Innovation and RAN related to Coverage Testing and Coverage Assurance on key projects.

What we would like to see on your CV:
- Expertise in coverage testing, coverage data analysis techniques, data integration and validation at a management level.
- Experience of coverage assurance technologies and solutions. An understanding of testing best practices and assurance governance.
- Ability to analyse, assess and assure technical/business projects and solutions against requirements and contracts.
- Effective communication skills to clarify complex issues, influence Director-level decision making, and articulate business processes and technical proposals to customers and end users.
- Proven ability to build robust relationships with key internal and external stakeholders while collaborating with development teams to implement innovative technologies for continuous improvement. Experience in driving and leading third-party suppliers effectively.
- It would also be desirable to have an expert understanding of LTE coverage and ability to define test architecture/delivery methodologies.
