We are recruiting for a PCN Appeals Officer to join a busy Parking and Lighting team within a local authority's Regeneration and Environment department.

Role Overview

This role involves reviewing appeals and representations related to Penalty Charge Notices (PCNs), ensuring decisions are made in line with legislation and council policy, and supporting wider debt recovery processes.

Key Responsibilities

  • Assess and respond to challenges, representations, and appeals against PCNs (parking, bus lane, and traffic restrictions)
  • Decide whether to uphold or cancel PCNs in line with legislation and council procedures
  • Prepare and submit evidence for the Environment and Traffic Adjudicators (ETA) and County Court
  • Administer the debt recovery process, including managing bailiff and legal enforcement stages
  • Provide high-quality written and verbal responses to public and internal enquiries
  • Handle telephone enquiries, service requests, and complaints professionally and efficiently
  • Liaise with other departments, enforcement agents, external bodies, and stakeholders
  • Maintain and update databases and standard response templates
  • Support the implementation of service improvements and contribute to policy development

We’re Looking For

  • Proven experience in processing parking or traffic challenges/representations
  • Strong understanding of decriminalised parking and moving traffic enforcement legislation
  • High standard of written and verbal communication, including clear and accurate grammar
  • Experience handling high volumes of correspondence in a performance-targeted environment
  • Ability to assess formal representations and make sound decisions based on evidence
  • Strong IT skills with confidence using databases, word processors, and spreadsheets
  • Excellent time management and workload prioritisation skills
  • Strong customer service ethic with a commitment to equality and professionalism
  • Desirable: WAMITAB Level 3 or City & Guilds Level 3 in Notice Processing
  • Significant experience in notice processing following attainment of a relevant qualification
  • Ability to support and train staff and contribute to service development projects
