Reports To: Property Operations Manager (via Technical Supervisors)

Salary Scale: Scale 4 SCP 8-12

PURPOSE AND FUNCTION OF THE POST: The person appointed will be competent in the carrying out of all types of manual tasks and the use of hand tools in general construction and maintenance activities. The person appointed should be capable of working on own initiative and diagnosing and repairing faults as directed. The person shall perform various manual labour tasks requiring some specialised skills such as painting, excavator driving or light joinery work. The tasks require a certain amount of acquired skill, often dealing with specialised equipment.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Carrying out general maintenance, including for example, building and site repairs, laying concrete, kerbing, fencing, painting and safety matting repairs.
  • Must be prepared to work in potentially unpleasant conditions/carry out potential unpleasant operations eg: graffiti removal and dead animal removal.
  • Use of communication systems (eg: mobile phones) particularly for emergency calls.
  • Completion of forms eg: time sheets, works request forms indicating materials used/required, times, work undertaken etc.
  • Must be willing to work overtime when available (including public or bank holidays).
  • Must be prepared to attend emergency calls outside of normal working hours, if available.
  • Must be prepared to attend training courses (including practical/exam/tests) as deemed necessary and accept all highlighted responsibilities.
  • Performing all duties in a safe and proper manner and complying with the Councils Health and safety policies in accordance with the Health and Safety at work (NI) Order 1978, subsequent and other relevant legislation, and Risk Assessments to ensure safe and proper working environment for self, all Council employees, outside contractors and members of the public. This includes the use/wearing of personal protective equipment.
  • Responsible for and driving of vans and lorries, and carrying out recording daily vehicle inspection procedure on allocated vehicle, and completing records/defects sheets.
  • Keeping vehicle tidy and cleaned once a week.
  • Assistance to all trades (eg: electrician, joiner, bricklayer, plumber, plasterer and excavator).
  • Responsible for safe scaffold erection and dismantling.
  • Assist in the erection and dismantling of items, fittings and equipment for special events throughout the Borough.
  • To undertake any other appropriate duties as may be allocated from time to time in accordance with the general nature of the post.

RESPONSIBILITIES SPECIFIC TO THIS ROLE:

  • Responsible for carrying out all types of labouring work and building repairs to all buildings, sites and equipment under the control of the Council.
  • Performs various manual labour tasks requiring some specialised skills, such as painting, excavator driving or light joinery work.
  • Performs various manual labour tasks requiring some specialised skills to assist in the work of other tradesmen such as fitters, joiners, plumbers and electricians etc.
  • Carrying out regular checks to ensure all plant and tools are in good and safe working order.
  • Responsible for reporting missing/defective equipment to a Supervisor.

PERSON SPECIFICATION:

The person specification provides information on the qualifications, experience, knowledge and skills required to carry out the duties of the post. The essential criteria will be used for shortlisting and as part of the selection process.

Qualifications Essential: Must hold a qualification in a trade or discipline relevant to the post OR have 5 years commercial painting experience.

Experience Essential: Must have a minimum of 3 years site work experience including:

  • Maintenance of public buildings and property
  • Outdoor work
  • Wallpaper hanging

Desirable: Previous experience in a working environment of Building Maintenance and Property Repairs.

Key Skills & Abilities Essential:

  • Must have a good working knowledge of all aspects of the building trade
  • Good team, communication and interpersonal skills
  • Ability to use own initiative
  • Ability to keep clear, accurate records
  • Knowledge of Health and Safety relevant to the painting industry

Other Requirements Essential:

  • Must hold a valid driving licence including Category B
  • Hold a current Construction Skills Registration Card or attain one within 3 months of appointment
  • Comfortable working at heights both indoors and outdoors
  • Satisfactory level of general fitness due to manual handling requirements
  • Appointment will be subject to completion of pre-employment Drugs and Alcohol Screening
  • A driving assessment by Council will form part of the selection process

Desirable: Valid driving licence Category C1.
