We are currently working with an East Midlands based Local Authority who are looking for a Transportation Services/Operations Manager to lead the transport team and provide strategic transport input to wider Council policies and strategies. Identifying transport needs, managing contract performance, and managing across Council integrated budget. Transportation Services/Operations Manager Start: ASAP Rate: Negotiable (Inside IR35) Duration: Until March 2025 initially, with likely extensions beyond this Hybrid Working Arrangement: Rutland Responsibilities: Develop and establish transport policies aligned with Council’s strategic objectives for public transport and social care requirements Lead passenger transport services to meet Council targets, delivering on the Bus Service Improvement Plan and Bus Network Review Monitor the Demand Responsive Transport service and key local bus services Oversee Local Transport Plan preparation, collaborating with public, private, and community stakeholders to build an integrated County transport strategy Direct the Transport Group’s performance to ensure effective delivery of strategic transport services Oversee parking policy development, regularly reviewing enforcement practices in alignment with Council and national guidelines Lead the development and execution of the electric vehicle strategy, overseeing LEVI charge point installations Manage staff development, performance, and disciplinary processes within the transport group Ensure a cost-effective fleet transport service for internal and external clients, focusing on procurement and maintenance Develop capital investment programs to enhance public transport infrastructure and passenger information systems Create plans for fleet and transport services to meet carbon reduction targets using alternative technologies Draft and submit transport funding bids, liaising with government and regional bodies Line-manage senior transport staff and oversee driver and passenger assistant teams Provide budget management, resolving issues with the Strategic Director and ensuring efficient transport budget allocation Manage the Council’s English National Concessionary Travel Scheme (ENCTS) Direct transportation for Children’s and Adult Social Services, advising departments on policy and technical needs Oversee fleet operations, including the Car Club pool car scheme Advise the Council on transport legislation changes, preparing written reports and presentations for Cabinet or Scrutiny Panel Prepare Cabinet reports and represent the transport group in public and council meetings Monitor and manage the Integrated Capital Works Program, including transport project expenditures Address complaints and inquiries related to transport services Direct and manage data, financial, and contract control for all Council-contracted transport activities Requirements: Extensive senior-level management experience in a related field Knowledgeable in procurement best practices and transport legislation Mobile and able to work from various locations Full license which confers the right to drive in the UK If this is of any interest, please apply with an up to date CV or email dpalmer@venngroup.com and myself or a member of the team will be in contact.
