Job Description
The Manager – Operational Resilience & IT Controls Testing is accountable for ensuring that the London Branch receives adequate assurance over the platforms, systems, and applications managed by Head Office, in line with the FCA’s Outsourcing and Operational Resilience regulatory requirements (SYSC 8 & SYSC 15A).
This will require working closely with Head Office IT teams, to ensure operational resilience practices are embedded, tested, and evidenced for services supporting the London Branch’s Important Business Services (IBS).
Main responsibilities will include;
- Act as the London Branch’s lead representative in overseeing the implementation of Operational Resilience measures across IT functions.
- Work closely with HO Platform, Infrastructure, and Application teams to ensure appropriate mapping of systems and assets to the Branch’s Important Business Services.
- Coordinate the planning and execution of end-to-end resilience and scenario testing with HO teams, focusing on IBS recovery within impact tolerances.
- Provide independent review and challenge of HO testing methodologies, control measures, and remediation plans.
- Deliver clear, comprehensive assurance reporting to London Branch senior management and regulators on the resilience of HO-supported services.
- Ensure that the HO teams supporting London Branch functions meet FCA expectations on outsourcing, third-party oversight, and resilience.
- Engage and collaborate with HO-based BISO and CISO functions to ensure security and resilience risks are effectively managed.
- Facilitate the collection and validation of evidence required for regulatory submissions, audits, and internal governance forums.
- Identify and escalate resilience gaps or issues and follow through on remediation plans with relevant stakeholders
To be considered for this position, ideal candidates must have the following experience and skills;
- Practical experience in a senior role in a similar European financial services organization with responsibility for Business Continuity Management.
- An understanding of and / or experience / qualification of Business Continuity Management and operational resilience principles and best practices (Business Continuity Institute).
- In depth awareness of business continuity, operational resilience and risk management.
- Good understanding of UK regulatory requirements on operational resilience and outsourcing requirements.
- Basic project management capabilities including chairing working group meetings, managing work streams, scheduling project action plans, cost / benefit assessment, engagement with third party service providers, etc.;
