One of my local government clients are currently recruiting an experienced Project Manager, New Recycling Container System on a temporary basis. This is a 3-month minimum contract with the possibility of the role being extended further to work Monday to Friday 9:00am to 5:00pm. Hybrid working role where, however, you will be required to attend the office 2/3 times a week.
Overview:
- To lead a project to implement a major change to the Council's dry recycling collection service and transition from the current bag and box recycling system to a twin bin collection service.
- To lead the award for a contract for the provision and delivery of 19 dedicated waste collection vehicles.
- To lead the procurement of (as part of a wider contract for waste containers) the provision and delivery of new recycling containers to 50,000 households across the district.
- To lead the award for a contract for the delivery of new recycling containers and the collection of existing containers across the district.
- To ensure the new method of collecting recycling is appropriately communicated with staff and unions, including impact on resourcing as well as targeted ongoing improvements within the service to deliver efficiencies as required.
- To ensure a suitable communication plan is developed and implemented to support the introduction of the new recycling container system. This will include leading on procuring a contract for the delivery of leaflets/letters to the 50,000 households across the district.
- To secure and agree a new and phased recycling disposal contractual agreement with Leicestershire County Council.
- To lead on the reconfiguration of the Linden Way Waste Depot to accommodate the new recycling system and storage, aligned to a new container replacement contract to permit direct delivery of bins from the supplier to households therefore facilitating a phased exit from the Whitwick Road temporary bin storage facility.
- Explore and assess savings and efficiencies, along with potential revenue generation after the scheme has been rolled out or potentially earlier.

- To support the management of the project budget along with drafting and submitting budget proposals and making recommendations regarding any subsequent budget challenges where necessary.
- To ensure that financial and corporate governance controls are implemented whilst seeking areas for ongoing improvement.
- To work effectively with elected members as appropriate.
- To conduct post implementation reviews at each stage of phased roll out.
- To ensure high standards of health and safety practice are maintained in accordance with council policy, including specific responsibilities for the health and safety of themselves, their colleagues, contractors, elected representatives, visitors and members of the public. These responsibilities are set out in detail in the council's policy statement on health and safety.
