Our Client is seeking a candidate with strong expertise in leasehold service charges, particularly with a solid understanding of how lease terms and relevant legislation influence the recharges that can be applied. The primary focus of the role is to identify a practical and compliant billing solution for heating, in light of the upcoming changes to heat network regulations. The successful candidate must be able to quickly develop a comprehensive understanding of the regulatory framework and its implications for both tenants and leaseholders. They will be responsible for co-designing potential billing options in collaboration with residents and key stakeholders, ensuring that all perspectives are considered.

Additionally, the role involves drafting detailed options and recommendations for review and approval by the Leadership Team. A strong grasp of legal, operational, and stakeholder engagement considerations will be essential to ensure the solution is both effective and deliverable. The role involves managing the heat metering and billing project within the Home Ownership service, ensuring compliance with regulations and maximizing income from heat networks. The post holder will develop and implement billing strategies, work with stakeholders, and benchmark with other providers.

Description of Duties

  • Project and Change Management: Lead the project ensuring scope, quality, cost, and time criteria are met. Work with colleagues to drive innovation and continuous improvement.
  • Research, Analysis, and Strategy Development: Develop billing options, benchmark with other authorities, partake in government consultations, and evaluate third-party service offers.
  • Co-design: Set up working groups with leaseholders and tenants to co-design resident-focused options.
  • Governance: Produce annual reports and documentation for stakeholders, monitor service delivery, and report performance indicators.
