Assistant Engineering Manager

The Assistant Engineering Manager for Asset Protection will support the Engineering Manager and will be responsible for managing the engineering and technical compliance of the project asset protection scheme and implementation in line with design assessments and third-party asset owner requirements. This includes asset protection mitigation schemes and the instrumentation and monitoring, which requires the interpretation and assessment of monitoring data to demonstrate the works have been carried out in a controlled manner and interfacing with the third-party asset owners. The third-party asset owners include NR and TfL, relating to impacted tracks, gantries, bridges, retaining walls, stations, and other track assets. Many buildings are also impacted, including listed buildings and heritage assets, both of which follow their own assurance processes.

The role is diverse in terms of coordinating with external consultants who have undertaken the assessments and mitigation designs, as well as liaising with the asset owners and coordinating with the SCS Delivery Teams, Technical Assurance Engineers, I&M teams, and Damage Claim teams. Key elements of this role include overseeing the management and coordination of Asset Protection and I&M works, providing technical support and guidance to delivery teams, managing change through NCRs, RFIs, and FCDs, reviewing temporary work designs and mitigation strategies, and ensuring adequate protection and monitoring is in place, interpreted, and documented before, during, and after the impact on third-party assets. The position reports to the Engineering Manager (Asset Protection) and is part of a team of engineering managers in Tunnels and Shafts.

Role Responsibilities

• Present status reports of baseline monitoring and close-out post TBM to third parties and HS2.
• Manage and produce monitoring data assessments, including interpreting large data sets.
• Review the impact on each third-party asset, ensuring structures are acting within expectations and troubleshooting if not.
• Ensure appropriate actions are identified in response to ground movement and/or damage to third-party assets, including utilities, sensitive buildings, and rail infrastructure.
• Review GMAs with a focus on assumptions and cross-check against the risk register, to confirm they meet requirements and advise the delivery teams accordingly.
• Continuously review monitoring and reporting processes to add value and avoid waste.
• Attend regular technical and managerial meetings with specialists, design, and construction monitoring teams of both contractor and client.
• Review mitigation measures for third-party assets affected by ground movement, collaborating with SCS teams, designers, specialists, third parties, and delivery teams to identify the most appropriate solutions.
• Identify opportunities to innovate and rationalize mitigation and monitoring measures, assessing and allocating them into work/no-work options.
• Coordinate with I&M Teams to ensure correct monitoring is in place and advise if additional monitoring is required.
• Review and assess Monitoring Plans, liaising with I&M teams, utilities, designers, and third-party stakeholders to agree on appropriate alert levels.
• Produce Contractors Monitoring Plans.
• Deliver assurance deliverables for the work stage, including L3 certification, for mitigation and monitoring works.

The Ideal Candidate

• Construction experience (essential).
• Engineering or Design Management experience (desirable).
• Management of ground movement experience (desirable).
• Chartered member of the ICE or equivalent (desirable).
