Employment Status: Permanent – 37 Hours Per Week (Flexible, incl. evenings & weekends)

Responsible To: Operations Manager (Housing, Care & Support)

Location: Birmingham (Head Office: Woodgate Valley) – Citywide Role.

Main Objectives:

  • To manage and deliver an ‘Excellent Rated’ CQC service, delivering care and support across Birmingham on an emergency response basis.
  • To manage the CERS Senior Officers/CERS Officers.
  • To oversee the co-ordination of CERS Senior Officers/CERS Officers across all areas covered by the Organisation.
  • To ensure that a high-quality domiciliary care service is provided which meets the needs of the Citizens and maintains their dignity and independence.
  • To ensure that consistency and quality is maintained within the service.
  • To be fully aware of the Organisations’ policies & procedures, ensuring that these are always adhered to.

Tasks and responsibilities:

  • To provide leadership, support, supervision, and appraisal of staff for whom there is line management responsibility to provide an effective domiciliary care service to people using the CERS Service.
  • To oversee and be involved with the recruitment and selection of staff within the CERS service.
  • To develop, implement, and evaluate plans for sustaining excellence across the CERS service by involving citizens in service development.
  • To ensure Citizens reviews are attended where appropriate and to ensure that appropriate consultation with citizens is encouraged and facilitated to promote their participation in the decision-making process relevant to them.
  • To attend Management Meetings.
  • To represent the Organisation on appropriate partnership forums, as agreed with the Head of Service / Operations Manager for Housing, Care and Support Services.
  • To have a flexible approach and show willingness to undertake any tasks that may be required in order for the Organisations’ objectives to be met.
  • To comply with the guidance on the protection of vulnerable adults and children.
  • To devise and implement rotas for all staff to ensure continuity of service for all operations under the post holders’ control, promote the service, and provide information.
  • To cover all duties of your Senior CERS Officers if they are absent or if their position is unfilled for a period of time.
  • To monitor and manage Midland Mencap’s performance against appropriate key performance indicators and budget targets and to ensure progress towards achieving relevant Organisational goals identified in operational and strategic plans.
  • To actively take part in and manage the ‘CERS Emergency On-Call’ service.
  • To ensure that deadlines are met in relation to timesheets and payroll.
  • To monitor, record, and authorise annual leave and monitor sickness absence of staff for whom there is line management responsibility.
  • To assist in the preparation of all quality assurance documents.
  • To work to the values of the Organisation. These promote respect for citizens recognizing their skills and entitlement to choice, dignity, and independence.

Midland Mencap is looking to recruit a Service Manager to oversee an established service providing an emergency response at times of crisis for Carers. The Carer’s Emergency Response Service (CERS) provides care for up to 48 hours on a planned basis or where unforeseen circumstances occur. CERS provides peace of mind and an emergency response that is free for those caring for a dependent family member. You will manage and oversee all stages of registration, assessment, and implementation of an emergency backup plan. You will also coordinate and manage all instances where the service needs to respond to emergencies as they arise. The service is provided at the person’s home for up to two days, which allows time for alternative arrangements to be made with family, friends, or social services. Families can also benefit from a planned sitting service, allowing Carers to attend important appointments, such as at the doctors or hospital. We seek applications from candidates who thrive in a fast-paced environment and who can bring their skills and managerial experience to a role where no two days are the same.
