Grassroots to Global (G2G) is a multi-country initiative funded by the Dutch Ministry of Foreign Affairs and implemented in fragile and conflict-affected contexts, including Palestine. The project aims to strengthen the role of local actors in shaping and sustaining inclusive peacebuilding policies and practices by investing in local ownership, equitable partnerships, and meaningful civic engagement. In Palestine, G2G is led by Search for Common Ground, focusing on:

  • Empowering community-based organizations (CBOs)
  • Advancing inclusive and adaptive peacebuilding programming
  • Bridging grassroots experiences and policy influence
  • Promoting gender equity, youth inclusion, and transformative storytelling

This ToR invites Palestinian organizations to apply for partnership under the G2G framework and contribute to its local-to-global impact. The project duration extends until December 2025, with possible extension based on performance and budget.

Eligibility and Organizational Profile

  • Locally rooted with demonstrated community trust and reach.
  • Experience in peacebuilding, civic engagement, social cohesion, women’s or youth participation, or related fields.
  • Commitment to inclusion, cooperation, accountability, and local ownership.
  • Capacity and willingness to contribute to evidence-based advocacy and policy engagement.
  • Organizations working in underserved or high-risk areas, or with underrepresented communities, are encouraged to apply.

Scope of Partnership

  • Design and implement peacebuilding interventions responsive to local contexts.
  • Lead or co-lead activities such as community outreach, storytelling, dialogue facilitation, capacity strengthening, and advocacy.
  • Engage in collective learning, monitoring, and reflection throughout the program cycle.
  • Uphold principles of transparency, adaptability, and participatory approaches in all project phases.

Objectives

  • Design and lead community-driven peacebuilding initiatives.
  • Strengthen local resilience against conflict or marginalization.
  • Contribute to policy engagement from a community perspective.
  • Promote inclusive narratives through innovative media, health, psychosocial, educational, or civic initiatives.

Scope of Work

  • Co-develop and implement programming supporting local peacebuilding, social cohesion, and addressing community needs.
  • Engage with local communities using inclusive, participatory approaches, especially involving women, youth, and marginalized groups.
  • Document experiences and learning through storytelling, case studies, or community testimonies.
  • Participate in policy reflection and advocacy to elevate local priorities in national and international forums.
  • Contribute to shared learning, peer exchange, and adaptive design with G2G partners and stakeholders.

Eligibility Criteria

  • Be Palestinian-led, legally registered in Palestine as a non-profit or community-based organization.
  • Have a track record of community engagement in peacebuilding, media, health, psychosocial support, education, civic participation, or advocacy.
  • Demonstrate commitment to inclusion, accountability, and participatory values.
  • Operate in a conflict-sensitive, locally grounded manner with trusted community relationships.
  • Be open to co-creation, reflection, and strategic cooperation.

Key Selection Considerations

  • Propose initiatives linking community action with policy engagement.
  • Integrate inclusive storytelling or communication into their approach.
  • Address root causes of conflict or marginalization with creative, realistic, and context-responsive programming.
  • Demonstrate willingness to learn, adapt, and share insights across the project.

Deliverables

  • Submit a co-designed work plan and MEL framework.
  • Implement activities aligned with G2G objectives.
  • Provide narrative and financial reports.
  • Participate in reflection, learning, and strategy sessions.
  • Contribute content and insights to project-wide outputs (media, advocacy, research).

Support and Funding

Selected organizations will receive a small grant (~EUR 60,000) to implement activities based on an approved work plan and budget, ongoing technical support in peacebuilding, MEL, and advocacy, and opportunities to engage in national and international advocacy platforms.
