About the Job
The Proposal Manager is a new addition to the recently established Education Systems Solutions team within the Business Development Office. The team is focused on providing consultancy and advisory service to education systems (such as the Ministry of Education) through supporting education system engagement and the design and delivery of solutions that will lead to improvement in education.
The Proposal Manager will collaborate closely with technical experts across the organisation, in addition to Legal and Finance teams, to develop costed and high quality proposals. Additionally, the Proposal Manager will provide logistical and administrative support to the Education Systems Advisory Council, support internal governance, and support pipeline monitoring. There is a requirement to travel (estimated 10% of the time) to attend or participate in events or team retreats in addition to travel that supports customer engagement and project delivery.
Key Responsibilities
- Proposal Coordination & Oversight: Manage and oversee the proposal development process, from inception to integration into an accepted contract, ensuring all proposals meet client procurement requirements, are well-organized, and are aligned with organizational goals.
- Collaboration with Cross-functional Teams: Work closely with the Senior Solutions Managers and other experts to integrate technical insights and innovative solutions into proposals. Collaborate with Legal and Finance departments to ensure compliance with all contractual, legal, and financial guidelines and minimising risks.
- Compliance and Quality Assurance: Ensure proposals adhere to external compliance, requirements, procurement, regulations, and submission deadlines which may vary between customers. Conduct thorough reviews of proposals to verify their structure, clarity, and completeness. Manage revisions and feedback loops from both internal and external stakeholders, refining proposals to meet the highest quality standards.
- Proposal Costing and Pricing: Ensure proposals are costed and priced appropriately for the solution and in line with expected client requirements. Lead the development of, and subsequently manage, an effective costing and pricing tool.
- Process Improvement and Best Practice: Develop, implement, and continuously improve proposal development processes, templates, and tools to streamline workflows and increase proposal success rates.
About You
- Experience in proposal development and/or management, particularly related to proposals for education systems, governments, international organizations, or non-profit entities.
- Experience of developing compliant and high-quality proposals in collaboration with cross-functional teams, including legal and finance stakeholders.
- Understanding of procurement processes and requirements within international contexts.
- Project management experience, with a track record of managing multiple proposals simultaneously.
- Understanding of tax and legal requirements of international projects would be desirable but not essential.
- Degree (or equivalent) educated with a degree in a relevant field ie. Business, Communications, Public Administration desirable but not essential.
- Proficient in project management tools and software is desirable but not essential.
- Proficient in writing in French, Spanish or Arabic is highly desirable.
