Programme Manager – Major Projects Location: Remote / Home based The Programme Manager role: An exciting opportunity has arisen at OPA for an enthusiastic and result driven Programme Manager to join our Major Projects team. The aim is to ensure timely delivery of Major Projects, in full, through effective management of stakeholder relationships. You will therefore be responsible for representing OPA’s interest and the leading face of OPA Major Projects with OPA involved in delivery of multi-million pound projects. Travel will be a feature of this role, therefore a full (preferably clean) driving licence is essential for the successful candidate. Programme Manager Responsibilities: Include, but are not limited to: * Manage the relationship between the OPA and the Ministry of Defence (MoD) including all Front-Line Commands and the Defence Infrastructure Organisation (DIO) for delivery of Major Projects. * Be a focal point for communication relating to Major Capital Works. * Provide detailed monthly progress updated to the OPA Executive Team, on all Major Projects. * Manage the Customer’s approvals process for new projects and yearly funding requests. * Manage OPA resources to fulfil the delivery of the Major Project programme. * Ensure that the Client expectations are known and met by OPA. * Inform external stakeholders of the OPAs responsibilities under the COMAH Regulations. * Ensure that Major Projects are completed in line with company standards and relevant good practice and applicable legislation, ATEX, PLSG, API, EEMUA etc., to allow future operation by OPA as the COMAH Operator. * Ensure input is provided by OPA for Scope of Works produced by Major Projects Consultants. * Assist in the development of budgets and forecasts for Major Projects. * Liaise with Senior Management team to obtain buy-in from stakeholders for delivery of key projects. * Liaise with other members of the Engineering Team on standards and codes. * Produce and manage the overall programme of Major works Report and resource requirements and monitor progress via key metrics. * A working knowledge of COMAH, MoC, and CDM regulations to ensure compliance of Major Projects. * Periodically act as Duty Manager for ‘out of hours’ emergencies on rota a basis. The candidate: You’ll need to be Degree qualified (preferably chartered) in Engineering or equivalent, such as Business or Management), Programme Manager lead with a minimum of five years’ experience around applying Project, Programme, and Portfolio Management preferably within a COMAH regulated industry or operation. A Project Management Professional (PMP) certificate is highly desirable. The post holder will require highly developed interpersonal skills, be able to interface at all technical levels with Professional Engineers, Senior members of the MOD and beyond. Therefore, stakeholder management and communication, at all levels of seniority, is a key requirement. You must be customer focused and will be experienced in monitoring and tracking multiple Major Projects and activities running at any one time, maintaining oversight to ensure works remain on target, and client requirements are met
