The Role
MacTaggart Scott (MTS) provides mission critical systems to Naval Defence and Commercial Marine markets across the UK and globally. Due to strong growth the Procurement and Supply Chain (P&SC) function continues to evolve while ensuring it remains effective and efficient. Increasingly recognised as a source of business value and of growing strategic importance, the P&SC functions remit extends from customer bid development to through life support ensuring direct and indirect products and services satisfy customer needs.
To fulfill MTS business needs the P&SC Governance and Support Lead will influence the following:
- P&SC Governance and Compliance
- Policy, Process and Procedure Development
- Stakeholder engagement and P&SC functional training
- KPI Development & Performance Monitoring
The position is suited for persons with a positive 'can do' mind set who thrives on problem solving and continuous improvement. Applicants are expected to demonstrate their ability to network effectively with internal functions and external suppliers, apply time management, manage complexity, deliver and maintain high quality outputs within often challenging timescales and ensure attention to detail.
The successful candidate will play a pivotal role in developing and embedding governance frameworks, policies, and processes to control and manage all business expenditure - covering both direct (e.g. materials, components) and indirect (e.g. services, facilities, professional fees, etc.) spend categories. This is to ensure robust compliance, risk management, and governance standards are adhered to across the entire procurement lifecycle, supporting both operational and strategic procurement activities.
Responsibilities
- Provide functional support and training to implement, negotiate and agree procurement terms and conditions including customer flow downs for direct and indirect purchases.
- Develop and maintain a register of suppliers with mutually agreed Terms and Conditions.
- Lead the development, implementation, and continuous improvement of procurement governance covering all categories of business expenditure.
- Design, document, and embed procurement templates, guidance, processes and policies to support the full procure-to-pay lifecycle.
- Maintain an effective procurement policy suite and ensure version control, training, and communication across the business.
- Ensure company-wide compliance with procurement policies, standards, and regulatory/customer requirements for both direct and indirect spend.
- Develop and execute procurement assurance activities such as internal and external audits, risk assessments, spend analysis, and compliance reporting.
- Provide governance oversight of third-party expenditure across all functions, including IT, Facilities, Professional Services, and Manufacturing Operations.
- Support functional development and creation of clear guidelines for sourcing, supplier engagement, contract management, key performance indicators, supplier score cards and approval processes.
- Promote standardisation and automation in procurement systems and tools to support governance objectives in collaboration with other business functions.
- Support the Head of Department during strategic sourcing appraisals and development of risk mitigation strategies.
- Provide training and guidance across the business to ensure understanding of procurement policy, processes, and compliance requirements e.g. Conflict Minerals, Slave Labour, Single Source regulations, etc.
- Lead the development of procurement-related Key Performance Indicators (KPIs) in collaboration with the Head of Procurement and Supply Chain and/or Deputy Head.
- Ensure KPIs align with procurement strategy, governance objectives, and wider business goals.
- Implement monitoring and reporting mechanisms to track compliance, efficiency, risk management, and supplier performance across all expenditure categories.
- Drive continuous improvement by using KPI data and insights to identify process gaps, risks, and opportunities for optimisation.

- Essential Experience of contract and supplier management min 5 yrs.
- Comprehensive understanding of Terms & Conditions.
- Ability to coach/mentor/develop colleagues.
- Supply chain principles and techniques.
- Understanding of procurement ordering systems for contracting goods and services.
- Strong quantitative and analytical skills.
- Effective communication skills (written, oral and presentation).
- Previous experience in use of ERP systems.
- Competency in MS Office, including Word, Excel, Project, and PowerPoint.
- Be able to work positively and collaboratively with the wider stakeholder community, both internal and external.
- Have self-discipline, motivation, the ability to organise your workload and overcome problems as they arise.
Desirable
- Background in defence procurement, in particular managing direct and/or indirect spend including hardware, software, IT, resources and facilities.
- CIPS Legal Aspects or equivalent Governance and compliance experience.
- Experience of coaching/mentoring/developing colleagues.
