Purpose of the Role: The Head of Office for Data Analytics will be responsible for delivering a comprehensive data and analytics function across the council. This involves driving policy, performance, and strategic objectives related to an effective cross-partnership analytics service. The post holder will build strategic relationships with public sector bodies to support the council’s strategic intelligence and analytical priorities.
Key Responsibilities:
- Develop a compelling data vision and strategy aligned with the council\’s objectives.
- Lead the design, implementation, and development of the council’s data and business intelligence strategy.
- Define and implement data governance policies, establishing standards for data collection, storage, and security.
- Oversee the design and deployment of data solutions, including pipelines, lakes, fabric, and databases.
- Create a performance framework using current information to provide actionable insights.
- Lead and mentor a team of data professionals.
- Collaborate with teams to identify opportunities where data can add value.
- Serve as the subject matter expert on data and business intelligence.
- Stay updated with trends and adopt advanced analytics, machine learning, AI, Cloud, and emerging technologies.
Key Relationships:
- Line managed by the Director of Digital.
- Responsible for data and analytics staff within relevant service areas.
- Represent the council with external bodies, suppliers, contractors, and professional groups.
- Liaise with stakeholders countywide on digital systems and solutions.
Qualifications and Experience:
- Degree in data science, computer science, statistics, or related field.
- 5+ years in a leadership data role.
- 10+ years in a data-related role.
- Experience in developing and implementing data strategies for organizational change.
- Proven experience in creating and embedding new systems and processes.
- Experience in fast-paced environments requiring proactive problem-solving.
- Experience with business intelligence tools and frameworks.
- Experience with GIS, Microsoft Power Platform, Fabric, dashboards, and cloud storage/processing.
- Knowledge of Microsoft Azure and/or AWS cloud technologies.
