NHS Property Services (NHSPS) is dedicated to enabling excellent patient care by serving as a trusted property advisor to the NHS. We are committed to providing the best estate solutions, ensuring that our healthcare facilities are optimised for efficiency and effectiveness.

We proudly manage a diverse portfolio of 2,700 properties across England, catering to the needs of 6,300 customers. This extensive portfolio represents approximately 10% of the total NHS estate. Our properties range from historic listed buildings to state-of-the-art integrated care centres, encompassing hospitals, GP practices, and administrative offices.

About the role:

The postholder will be part of the Major Projects Team, which operates outside the regional structure and supports the Head of Capital with national priorities and cross-regional initiatives. They will coordinate and direct landlord and customer capital programmes, ensuring excellence against all agreed parameters and deliverables, in line with Health and Safety obligations, statutory regulations, and company governance. Projects may involve the direct delivery of capital projects and supporting regional teams with policies and processes related to major capital initiatives, ensuring consistency across regions in delivery and reporting. The postholder may also lead national initiatives, such as compliance surveys and remediation programmes, like the recent assessment of the NHS PS estate for Reinforced Aerated Autoclave Concrete.

The postholder should have a detailed understanding of all aspects of capital delivery and the design and delivery of programmes of work by others. They will work collaboratively with all parts of the business to achieve results for NHSPS and our customers, applying change control and producing regular reports to provide visibility of programme status, including risks and mitigations. This is a 12-month Fixed Term position.

What you will do:

  • Constantly check the teams levels of compliance and governance;
  • Own Capital Projects responsibility to deliver our contribution to the Green Plan through the capital programme.
  • Build and maintain strong and positive relationships with key customers and end users in the Region and engage at a senior level with these organisations in the development, management and delivery of the capital programme.
  • Maintain project and financial governance in line with NHSPS, DH and NHS England process, procedures, and sign of limits.
  • Provide oversight for any Change Management activities on team projects.
  • Responsible for the procurement strategy and ensuring sound selection and management of all suppliers including consultants and contractors.
  • Manage, analyse, verify and report on data, identifying trends and any necessary actions.
  • Develop, coordinate and implement process improvements, test and check prior to roll out and take any remedial actions.
  • Check and maintain compliance and governance across the Capital team as required.
  • Undertake training on new and existing systems and processes to ensure competency and understanding of all users.
  • Prepare and present reports to senior management and other directories; Organise and direct senior management meetings and forums.
  • Agree direction and clarify priorities, plans, and goals for the Senior Capital Managers and Minor Works Managers; support an inclusive, high performing culture where colleagues can develop and thrive.
  • Bring professional best practice to their roles and teams to create strategies and plans.
  • Drive continuous improvement across the construction team remit and support the construction team to operate effectively to deliver their goals.
  • Oversee service delivery to internal and external customers at agreed performance levels with alignment to corporate performance framework.
  • Manage financial performance and budgets.
  • Adhere to the appropriate governance and compliance standards for professional area.
  • Represent NHSPS to internal and external stakeholders and customers credibly and positively.
