About the role: We are looking for a visionary leader with sharp commercial acumen and a passion for public service innovation to join our team as Strategic Lead - Commercial & Service Transformation. This is a unique and high-impact role at the heart of our organisation - ideal for someone who thrives on creativity, strategic thinking, and bringing people together to deliver lasting change.

Your key mission in this role will be to lead and deliver bold commercial strategies and marketing campaigns to maximise our income-generating services and support long-term financial sustainability. You will also champion organisation-wide transformation through modern service design, digital innovation, and systems thinking to ensure our services are fit for the future.

You will collaborate with senior managers, service leads, and front-line teams to challenge the status quo and embed a culture of creativity, commercial thinking, and customer focus. If you are ready to turn ideas into action and lead meaningful change, we want to hear from you.

Some of your other responsibilities are:

  • Improving service efficiency through end-to-end transformation using systems thinking and service design
  • Embedding a commercial mindset across the organisation and encouraging entrepreneurial thinking
  • Leading and mentoring cross-functional teams and initiatives to deliver tangible value
  • Optimising digital tools, automation, and data insights to create cost-effective and customer-focused solutions
  • Providing strategic leadership to Forest Linkline and Cotswold Careline services, exploring growth and diversification opportunities
  • Identifying opportunities for collaborative commissioning and external funding to strengthen our service offer
  • Driving sponsorship and advertising opportunities across the Council
  • Monitoring performance and impact to demonstrate ROI and continuous improvement

This is a new role which will cover the Forest of Dean. Within the District, there are plenty of places to see and visit whether you love hiking or cycling. With our agile working ethos: you will be spoilt for choice.

You will need:

  • Degree or equivalent professional experience in a relevant field
  • 5+ years of post-qualification experience in commercial leadership, transformation or marketing
  • Deep understanding of public sector financial sustainability and commercial potential
  • Confidence in managing budgets, influencing strategic direction, and leading cross-departmental collaboration
  • Results-driven, forward-thinking and resilient under pressure

Special Conditions:

  • You will be expected to work reasonable additional hours in line with the needs of the service.
  • There may be a requirement to work at other locations to meet the needs of the business.
  • Full UK Driving Licence.
  • Ability to travel / access to a vehicle for work purposes.
  • BPSS Check
