Our client has an interesting opportunity for an experienced Public Sector Procurement Professional. Working alongside the Head of Procurement, the Senior Procurement Specialist will support them in establishing the processes and procedures for the Procurement Department, including sustainability and ethical/social & environmental practices. The Senior Procurement Specialist will be responsible for delivering procurement projects across various categories, such as Refurbishment, Insurance, Audit, Finance Systems, IT, etc. They will build strong relationships with key stakeholders across the organization to promote the services of the Procurement Team and collaborate to meet their procurement needs.
Responsibilities of the role include:
- Develop a network of stakeholders with procurement requirements to support their business operations or departments.
- Manage supplier relationships and contracts.
- Undertake spend analysis activities and manage the tender process for supplies/services, including delivering tenders for above-regulated spend areas.
- Mentor and develop colleagues in managing lower-level spend processes.
- Develop procurement processes based on the 'Procurement Journey' and deliver focused procurement awareness training to stakeholders.
- Ensure robust procurement principles are integrated into all procurement processes.
- Deliver reporting to key stakeholders.
Knowledge and experience required for the role:
- Proven experience working in Public Sector Procurement.
- Significant knowledge of Scottish/UK procurement legislation.
- Experience in tendering within a regulated environment, including Public Contracts (Scotland) and PRA(Scotland) Act.
- Understanding of the key ethical, social, and environmental impacts of procurement.
- Experience with project management processes and meeting demanding targets and deadlines.
- Commitment to delivering a first-class procurement service to stakeholders.
- Enjoy building working relationships with stakeholders/customers.
