Background: UK Government is leading an ambitious programme to improve how it plans, manages, and utilises its £190bn estate. With rising costs, ageing infrastructure, and new models of service delivery, they are building a smarter, more resilient, and place-based estate that supports public value, sustainability, and collaboration.

We are supporting two flagship programmes:

  • Strategic Asset Management Transformation – improving resilience, productivity, and long-term value across central government estates.
  • One Public Estate (OPE) – enabling place-based, cross-sector estate strategies to drive co-location, efficiency, and regeneration.

Role Overviews: We are seeking experienced Programme Managers, Policy Professionals, and Regional Estate Leads who can shape strategy, influence stakeholders, and help coordinate complex estates programmes across Central and Local Government. Successful applicants will join a growing team working directly with senior leaders in Central Government and wider Public Sector. These roles are not operational delivery roles - they are suited to professionals who can operate at the policy, planning, and assurance level, with strong credibility across estates and facilities management.

Key Responsibilities:

  • Strategic Programme Leads: Shape and drive national strategy for the Resilient Estate Programme. Develop roadmap, strategic options, and funding cases (e.g. HMT 5-case model). Engage departments and ALBs to align estates transformation activity. Provide assurance, challenge, and leadership on estates policy.
  • Regional Programme Managers: Lead One Public Estate work in a specific region. Build partnerships with departments, local authorities, education bodies, NHS bodies, and other stakeholders. Unlock collaboration, co-location, and estate rationalisation opportunities. Report on progress, unblock challenges, and shape place-based strategies.
  • Policy & Programme Specialists: Develop policy that is deliverable, pragmatic, and strategically aligned. Work across estate planning, asset management, FM, and rationalisation. Bridge the gap between estates technical expertise and broader civil service policy frameworks. Support key governance processes including business cases and ministerial submissions.
  • Business Manager/Operations Lead: Work directly with the SRO to manage day-to-day programme operations. Coordinate stakeholders, monitor progress, and manage programme logistics. Provide structure and rigour in a fast-moving, ambiguous environment.

Skills & Experience Required:

  • Proven experience working in or alongside Central/Local Government estates teams.
  • Strong policy, strategy or programme delivery skills across estates, property, or infrastructure domains.
  • Confident working across stakeholders and disciplines – comfortable influencing at all levels.
  • Understanding of asset management, FM, smarter working, or estate rationalisation.
  • Comfortable navigating complex public sector environments and formal governance processes (e.g. HMT business cases).
  • Excellent communication and stakeholder management – adept at building trust quickly.
  • Prior experience working on large public sector programmes aligned to Estates & Rationalisation, Facilities Management, Strategic Asset Management.
