We are flexible on the location of this role. This is a unique opportunity to further drive ACCA's foothold within the global Public Financial Management (PFM) Reform space, maximising its opportunities for governmental advisory and consultancy work and developing revenue and commercial opportunities from relationships with the public sector, specifically focused on advisory and consultancy services and projects.

The successful candidate will bring their extensive PFM expertise, along with international business development experience and targeted network, to deliver the goal of developing the profession the world needs within the public sector. The Head of ACCA Consults will be a prominent external face of ACCA's public sector work and will work closely with internal teams to develop relevant areas of ACCA's plans, propositions and activities to support our strategic ambitions.

The job

  • Reporting to the Director of Partnerships and Recognition, on a day-to-day basis, the successful candidate will be involved in the following:
  • Scoping and Building the Opportunity through their network, knowledge and market insights, the role holder would build on the concept framework and develop a full approach, from design to execution. This approach will incorporate PFM reform opportunities, as well as optimise ACCA's current and future approach to Developing the Profession.
  • Incorporating a new activity line of government advisory work, focused initially on select non-UK markets and developing over time in line with a detailed strategic plan.
  • Strategy and Planning by building, developing and optimising relationships within the global PFM landscape that position ACCA as the premier commercial partner for PFM reform and DtP opportunities across the world.
  • Leading the PFM reform approach with entrepreneurism and agility, in order to maximise both tactical and strategic opportunities: driving a team focus on prioritized opportunities and building a culture of entrepreneurism.
  • Development, growth and benefit realisation of the consultancy and advisory opportunity pipeline.
  • Acting as ACCA's internal Centre of Excellence for PFM reform knowledge, support, strategic and commercial guidance.
  • Driving an entrepreneurial approach to opportunity acquisition, including regularly scanning and engaging with key external stakeholders, platforms and resources.
  • Leading the implementation of ACCA's PFM Reform, DtP and Public Sector Advisory approaches and the realisation of associated benefits.

The person

  • We're looking for someone who has:
  • Comprehensive demonstrable understanding of the concept of PFM reform, accountancy profession development, the role of PEFA and the importance of the PFM reform approach in supporting the delivery of ACCA's strategy.
  • Extensive experience in government consultancy and advisory work, preferably in the context of international business development for a global organisation.
  • Experience of strategic partnering and building strategic relationships - with a clear focus on mutual benefits.
  • Results-driven and adept at seeking innovative and entrepreneurial solutions to complex operational and strategic issues.
  • Practical experience of capacity building projects in emerging / developing economies including liaison with government and development agencies.
  • Strong collaborative working, interpersonal and communication skills with outstanding networking, influencing and negotiation skills.
  • Highly motivated, proactive and enthusiastic with the ability to work on their own initiative to deliver a complex and varied workload to strict deadlines.
  • Substantial experience of delivering successful initiatives and relationships cross-functionally across a range of global markets, demonstrating significant international experience and cultural awareness.
