The main purpose of the role is to manage all relevant IT Systems to ensure that their development, deployment and use meet the changing requirements of the Force whilst complying with legislation and guidance. To ensure all relevant Policing Systems are configured, maintained and developed effectively to meet the continually changing business requirements of the force.
Main Responsibilities:
- Undertake management responsibility of the Systems Administration Supervisor, System Administrators and Business Systems Analysts.
- Manage IT systems, reporting directly to system owners where necessary.
- Manage and oversee all necessary aspects of IT support between technical support, third party system support providers and system users.
- Escalate unresolved technical and system issues in line with appropriate contracts and Service Level Agreements.
- Co-ordinate and manage the design, development and implementation of new functionality to relevant applications considering the strategic and tactical impact on the force whilst ensuring compliance with legislation and guidance.
- Provide specialised business and system knowledge and consultancy to the force and third-party software suppliers.
- Maintain an oversight of National and Regional developments, formulating Focus Groups and Force User Groups for relevant business users.
- Participate in Projects leading on all aspects of system administration.
- Manage system access, security environment and integrity of systems.
- Monitor and disseminate user statistics, ensuring corpocracy and high quality in respect of information administration, seek out new strategic and tactical opportunities to maximise system benefits.
- Engage in Change Advisor Board (CAB) meetings to advise on relevant configuration changes/enhancements and ensuring all Requests for Change (RFC’s) are completed with minimal disruption to service.
- Lead project teams to assess and manage the impact of source system upgrades on the business and the Police national Database (PND) maintaining a working knowledge of data delivery processes.
- Manage system changes which impact on the PND data, including completing or assisting with the business cases for system amendments or enhancements.
- Formulate policy and procedure on the use of identified IT systems, identifying and reporting non-compliance.
- Review Policy and Procedures in line with legislative changes, new guidance and best practise, ensuring ongoing cost-effective use of resources.
- Ensure that appropriate system recovery and continuity procedures are in place and tested for the continuation of the business process met by the systems following disaster, including appropriate fall-back manual systems and procedures for computerised systems.
- To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.
Knowledge:
- Minimum HND or other equivalent educational qualification in computing management information systems or similar extensive work-related background.
- Detailed working knowledge of relevant systems, business processes, policy and legislation.
- Highly developed IT skills including use of Microsoft applications, with the ability to use computerised and web-based systems effectively.
- A working knowledge of database design including an understanding of the capabilities of SQL to assist in the role of system administration.
- Ability to represent the alliance at national and regional user groups to provide a consultancy service between the forces and third-party suppliers.
Experience:
- Proven experience in the role of System Administration.
- Experience in managing a team in a busy administrative environment.
- Experience in communicating technical issues to users at a non-technical level.
- Experience in producing written and statistical reports to a high standard, interpreting technical release documentation on behalf of the business.
