Location: Hybrid working. You will be expected to work a minimum of three days a week at Malton and/or North Yorkshire Fire and Rescue Service/North Yorkshire Police Headquarters in Northallerton.
Contract: 12 months fixed term

We are looking for an experienced Project Manager with a proven track record of developing comprehensive business cases and delivering estates projects which suit a variety of outputs and demands across multiple partners. This is an exciting opportunity to support the strategic decision-making process and develop a comprehensive business case for the Malton Police and Fire estate. The Project Manager must ensure engagement with all key stakeholders, including a Surveyor, Senior Leadership Teams for Police and Fire, relevant operational leaders, and Heads of Department both within the operational and supporting services.
North Yorkshire Fire & Rescue Service (NYFRS) and North Yorkshire Police (NYP) each have separate buildings in Malton, both of which require significant investment due to their age and condition. In April 2023 all parties NYFRS, NYP and the then Office of the Police, Fire and Crime Commissioner (OPFCC) considered options for the Malton estate which were developed based on operational need and availability of sites. Various options, both single service and collaborative, have been presented to assess the feasibility of co-locating both services at a single site in Malton. We are now in a position to recruit a Project Manager who will lead a Project Team in developing a fully costed business case to explore and evaluate these options in detail and to determine the best approach.
The successful Project Manager will lead on the creation of a full build specification, cost benefit analysis, options appraisal, risk register and communication/engagement plan throughout the development of the business case.
Required Skills and Experience:
- Requisite experience in delivering large-scale projects with significant estates and infrastructure implications.
- MSP/Prince2 or equivalent Project Management qualification.
- Construction qualifications and/or experience of managing complex and sustainable construction projects.
- Procurement Law knowledge and expertise.
- Expertise in needs assessment, resource allocation, large-scale building refurbishments and new build oversight.
- Experience of writing, and presenting comprehensive business cases, reports and briefings to senior stakeholders.
