Transformation Lead up to £62,228 per annum, 37 Hours per week, 2 year fixed term contract, Cirencester/ Agile working.

Cotswold District Council is looking for a Transformational Lead to drive a bold, forward-thinking change programme that delivers real, measurable improvements for our communities and services.

  • Develop and lead an organisation-wide transformation and change programme, ensuring alignment with the council's strategic aims.
  • Identify opportunities for service redesign, innovation, and efficiency to deliver meaningful business improvements.
  • Lead and coordinate key transformation projects, ensuring cross-functional collaboration and maximising impact.
  • Engage and influence senior leaders, councillors, and external partners to foster a culture of innovation and continuous change.
  • Apply strategic thinking and thought leadership to embed a proactive, forward-looking approach to transformation.
  • Oversee a specialist team, ensuring expertise in programme, project, change, and risk management.
  • Manage budgets effectively, ensuring financial sustainability and value for money.
  • Leverage technology to drive digital transformation, working closely with ICT teams to implement smart solutions.
  • Monitor and report on progress, ensuring transparency and accountability in delivering transformation objectives.

Special Conditions

Full UK driving licence with access to a car for work purposes. This post designated as politically restricted in accordance with the Local Government and Housing Act 1989.
