About the role: Are you passionate about shaping the future of housing and ensuring local communities have access to quality, affordable homes? At Cotswold District Council, we are looking for a Strategic Housing Delivery Officer to play a pivotal role in driving forward affordable housing initiatives across the district.
You will take the lead in identifying and delivering affordable housing projects across the Cotswolds, working closely with key stakeholders, including developers, landowners, and Registered Providers, to bring housing schemes to life. Supporting the delivery of the Council's Housing Strategy, you will oversee housing projects on Council-owned land, influence and monitor the provision of affordable homes through S106 agreements and ensure the timely transfer of properties to Registered Providers.
Using project management tools, you will track progress, report on key developments, and implement best practices in affordable housing delivery. This is a unique opportunity to work closely with Council Officers, Members, Homes England, Developers, Landowners, Registered Providers, and Partner Organisations to deliver innovative and sustainable housing solutions for our communities.
This is a new role covering the Cotswolds, famous for quintessentially English market towns and villages built from honey-coloured stone. With a range of gently rolling hills and the largest area of outstanding natural beauty in England making it a perfect base for walking and cycling, you will have this right on your doorstep.

You will need:
- A strong understanding of Affordable Housing delivery, including Government policies and funding mechanisms.
- Experience working with Registered Providers and Commercial Developers to bring housing schemes to life.
- Strong project management skills, ensuring housing projects are delivered on time and within scope.
- Political awareness and the ability to navigate the complexities of local government.
- Excellent negotiation and relationship management skills, with the ability to influence key stakeholders.
- A relevant degree or professional membership (desirable).
Special Conditions:
- You will be expected to work reasonable additional hours in line with the needs of the service.
- There may be a requirement to work at other locations to meet the needs of the business.
- Full UK Driving Licence.
- Ability to travel / access to a vehicle for work purposes.
