An opportunity has arisen to join our fast-paced and dynamic Community Operations leadership team. The Roads & Asset Services Manager is a key role, with responsibility for leading, developing and managing the Roads & Assets service with responsibility for the road maintenance, street-lighting, road works & strategy and assets teams. You will ensure these teams have strategic & operational direction and management and are achieving performance outcomes.

The Council has recently awarded contracts for the delivery of the Roads & Infrastructure maintenance and improvement service and, in addition to your day-to-day responsibilities, you will play a key role as the lead officer for the roads enterprise contract which will deliver significant programmes of work enhancing the assets within and lives of people of North Lanarkshire.

With a Degree, or equivalent qualification in a relevant engineering discipline, and chartered membership of an appropriate professional body (such as ICE, IHE or IStructE), you will have substantial experience in a management role within a relevant field including a proven track record of delivering programmes of work, projects and service priorities including the ability to achieve targets. You will also have both capital and revenue budgetary experience including preparation, monitoring and control arrangements.

You will have experience of managing contracts and contractors effectively in an intelligent client role and have the ability to influence others. You will be business and customer focused with a demonstrable record of identifying opportunities, achieving outcomes, managing change and exercising strong leadership skills. You must be self-motivated with a flexible approach to work and have the ability to cope with multiple and changing demands whilst meeting tight deadlines. You will also have a sound understanding and knowledge of legislation and initiatives within the relevant disciplines.

With excellent organisational and IT skills, you will be able to utilise various Microsoft Office packages, and be a clear written and verbal communicator, with the ability to analyse information and produce reports and with experience of presenting information in public forums. You must be able to travel throughout North Lanarkshire and also outwith this area to undertake the duties of this post.

Please note, as part of your duties and responsibilities, you will be required to participate in the Roads standby rota, dealing with and responding to out of hours roads related matters which will require you to be on standby out of office hours. For this, you will receive payment in line with the Council’s Conditions of Service.
