Prax Lindsey Oil Refinery, located in North Lincolnshire, is a key asset of the Prax Group, a British multinational energy conglomerate dealing in crude oil, petroleum products and biofuels and is the only British refiner remaining in the UK energy market. The refinery processes up to 5.4 million tonnes of crude oil per year (up to 113,000 barrels a day) and incorporates some of the most advanced refining and conversion processes in Europe, supplying products by road, rail, sea and pipeline. We are investing heavily for the long-term with a plan to develop a leading, low carbon next generation refinery serving our customers for decades to come. We are currently recruiting for the position of Terminals Manager which is a key leadership role within the Refinery, responsible for overseeing the day-to-day operations of a COMAH-regulated terminal site, Killingholme Road Terminal and Jarrow Terminal, ensuring full compliance with safety, regulatory, environmental, and customer requirements. This role involves driving company objectives, initiatives, and directives, ensuring they are implemented and adhered to within the terminal's operational culture. The Terminals Manager will report to the Business Team Manager.
Principal Responsibilities:
- Operational Safety & Compliance: Ensure safe and compliant receipt and delivery of cargoes (bulk liquid fuels, chemicals, gases) to and from the terminals, inclusive of Rail Car operation responsibility and Finaline contract. Maintain SHEQ (Safety, Health, Environmental, and Quality) compliance through proper risk management, with a particular focus on COMAH regulations. Ensure strict adherence to terminal procedures and policies, reviewing and updating them regularly.
- Planning & Coordination: Develop, plan, and execute both terminal's annual operating plan, coordinating maintenance schedules and long-term site plans. Effectively allocate resources and assets to meet the company's operational and strategic goals.
- Operational Leadership: Lead terminal operations, ensuring effective prioritization of operational, safety, engineering, and maintenance activities. Develop Key Performance Indicators (KPIs) for terminal operations, focusing on containment, inventory, safety, asset integrity, compliance, and emergency response. Collaborate with engineering and maintenance teams to prioritize safety-critical equipment repairs and mitigate risks.
- Budget & Financial Management: Develop and manage OPEX and CAPEX budgets for the terminals, ensuring financial performance aligns with company objectives, inclusive of budgetary responsibilities for monthly payments for joint venture. Monitor budget execution and manage all expenditures in compliance with company policies.
- Team Leadership & Human Resources: Provide leadership for terminal staff and contractors, fostering a culture of collaboration, competence, and safety. Manage recruitment, training, performance appraisals, and competency assessments for terminals operations teams.
- Continuous Improvement & Process Optimization: Identify process improvements to optimize terminal operations, driving continuous improvement initiatives. Ensure the terminals operate efficiently, optimizing terminal control systems and operations.
- Stakeholder Management & Communication: Manage relationships with senior management, partner companies, HMRC, government agencies, local authorities, HSE, and other relevant stakeholders. Ensure all relevant communications are disseminated to terminal staff.
- Change Management: Oversee all change management processes within the terminal, ensuring adherence to Management of Change (MOC) policies. Ensure changes are effectively implemented, with actions assigned and closed out in a timely manner.
- Quality & Industry Standards: Support joint venture terminals and ensure compliance. Implement best practices from recognized industry bodies such as Fuels Industry UK and Energy Institute. UKPIA and Energy Institute committee membership.
Qualifications/Experience Required:
- Experience: Minimum of 5 years of terminal operations experience. Minimum of 5 years' experience in oil and gas (preferably mid/downstream).
- Education: Ideally, educated to degree level or equivalent.
- Professional Membership: Membership of an accredited Management Institute or recognized body.
- Industry Knowledge: Understanding of high-hazard process industries and COMAH regulations preferred.
- Process Safety Knowledge: In-depth understanding of process safety management.
