The Health and Safety and Compliance Manager will play a pivotal part in the social investment and property team in which you will be overseeing health and safety policies and compliance programs. This role ensures that all operations and activities comply with relevant health and safety regulations and standards, promoting a safe and healthy environment for employees, residents, and visitors.
Job Purpose
To ensure the effective and continuous development, implementation, and management of critical control systems related to health, safety, and compliance within the Council's operational property portfolio. To act as the Council's Responsible Person for health and safety compliance, including water and asbestos management, ensuring adherence to contractual and statutory requirements. To provide strategic oversight and operational management of health, safety, and compliance matters across the Council's property portfolio.
Key Responsibilities
- Establish and maintain a comprehensive compliance framework by developing and implementing health and safety policies, procedures, and systems to ensure adherence to all relevant legislation.
- Appoint and coordinate responsible people and authorise engineers for operational service elements, ensuring clear lines of accountability and overseeing all works activities related to these matters.
- Proactively identify issues and solve problems to ensure the Council's buildings and estates are compliant.
- Develop, implement, and manage a system of electronic site logbooks to provide a robust, integrated management information system for premises controllers and contractors.
- Advise and support senior staff and colleagues on operational and strategic issues relating to the management of health, safety and compliance.
- Work with the Corporate Health and Safety team on the development and management of Fire Evacuation Plans and processes for the corporate estate.
- Manage all matters relating to health and safety and ensure the Council's health and safety and compliance system is monitored to provide reports on the operational property portfolio.
- Support colleagues with the management of Statutory Insurance.
- Evaluate the operational activities required to deliver Facilities Management (FM) Services and projects to the operational property estate, including developing, implementing, and reviewing policies and procedures to ensure compliance with all relevant health, safety, and compliance requirements.
- Lead the delivery of a training plan for safe systems of working, ensuring the necessary skills and competences are established and maintained, including delivering training events within the service and across the Council.
- Proactively identify training needs of staff and provide staff development opportunities.
- Conduct regular compliance reviews of commercial properties, identifying and addressing any compliance gaps, and monitor and update records for the portfolio to ensure compliance with all relevant regulations and standards.
- Maintain accurate records of health, safety, and compliance records, incidents, and activities across the portfolio for all regulatory reporting and audits.
- Deliver reports and regularly monitor performance on health and safety elements across the service, demonstrating levels of compliance, operational risks, incidents, and events.
What you'll need to succeed
- Experience in a Health and Safety role at managerial level.
- Chartered Member of the Institute of Occupational Safety and Health (CMIOSH).
- NEBOSH certificate, general or construction.
- Experience in one of the disciplines, such as CDM coordinator, Asbestos Cat A or B.
- Experience of developing and implementing Health & Safety policies and systems.
- A strong track record in delivering improvements in Health and Safety performance within construction environment.
- Working knowledge of H&S legislation – Equality Act, Control of Substances Hazardous to Health Regulations (COSHH), Data Protection Act, etc.
- Ability to read and interpret complex information, including technical drawings, building regulations, and British Standards documentation/manuals relating to building and building services.
