Purpose:
Under the direction and leadership of the MEHA Project Controls manager, to lead the development, implementation, use and maintenance of Integrated Project Controls processes within the MEH JV Contract. This will include oversight of day-to-day management, staffing, and the implementation of Integrated Project Controls standards and processes. To be responsible for the direction and co-ordination of all Integrated Project Controls activities associated with construction and commissioning of the contract within safety, quality, time, and cost milestones.
Key Responsibilities:
- Directly manage Project Controls Staff within the contract;
- Act as the main interface between Project Controls for the contract and internal stakeholders, including Support Functions, senior management and stakeholders;
- Assist in leading, coaching and supporting all Project Controls staff within the Contract;
- Provide assurance that all Project governance and Project Controls standards, procedures and contract project controls WI requirements are adhered to;
- Accountable for timely and focussed reporting of progress and performance of the contract, including commentary on key drivers and performance indicators, to a defined reporting cycle;
- Driving and managing performance information through the use of the Project Management and Controls Requirements (contract project controls WI requirements);
- Act as the focal point for the definition of progress and performance of the contract, including control of work against schedule and budget;
- Accountable for ensuring that earned value techniques and indices are correctly implemented in the Programme;
- Support the forward resource planning and budgetary preparation process;
- Support the Schedule Manager and Team, to provide analysis, review, and production of contract schedules;
- Accountable for the accurate maintenance of all cost data for the contract within the cost control system including monthly Actual Cost of Work Performed (ACWP) calculations;
- Accountable for the production and maintenance of accurate cost and cash forecasts in alignment with the Cost Breakdown Structure (CBS);
- Accountable for the accurate assessment of the monthly working forecast of the contract;
- Lead and ensure the accurate identification and assessment of all contract level risks and opportunities, including associated schedule and cost impact;
- Support the Project Managers in the management of delivery level risks and opportunities within the Programme;
- Lead and ensure the identification and assessment of all changes within the Contract, including associated schedule and cost impact;
- Accountable for the assessment of change and risks as appropriate to support accurate impact assessments;
- Accountable for the accurate representation of approved changes within the Programme budgets and schedules.
Key Requirements:
- Minimum of a degree in Engineering, Construction, Quantity Surveying or other related field;
- Substantial experience in a Project Controls environment in a Lead role within an Estimating, Cost, Risk or Scheduling team on a major construction project or highly regulated environment/project;
- Substantial proven leadership experience;
- Experience of working in a large integrated team over the full lifecycle of a project;
- Extensive experience in ensuring high levels of safety, security, and environmental responsibility in a regulated environment;
- Experience in the use of industry-standard software, such as Procon, Primavera P6, SAP and ARM;
- Experience in planning and delivering major infrastructure development programmes;
- Substantial proven relevant experience in a Project Controls environment in a similar PCM role on a major construction project;
- Experience of developing estimates and budgets for major infrastructure programmes;
- Experience in the Nuclear sector;
- Professionally qualified with chartered or equivalent status.
