About The Role Job Title: Pre-Construction M&E Design Manager Location: Faslane / Coulport Division: Building North Contract Type: Permanent Benefits: Pension, Subsidised Private Medical Cover, Life Assurance Scheme, Car Allowance + more Job Summary GRAHAM Construction is seeking a skilled and experienced M&E Design Manager to join our Building Division at Faslane/Coulport. This role is essential for managing the mechanical and electrical design aspects of our construction projects, ensuring they meet all technical and regulatory requirements. Key Responsibilities Lead the M&E design process from concept through to construction. Coordinate with architects, engineers, and other stakeholders to ensure M&E design compliance with project requirements. Manage M&E design schedules and ensure timely delivery of design packages. Conduct M&E design reviews and provide technical guidance to the project team. Ensure all M&E designs adhere to relevant regulations and standards. Collaborate with the project management team to align M&E design objectives with project goals. Oversee the preparation of M&E design documentation and reports. Facilitate communication between M&E design teams and construction teams. Scope and agree on M&E consultant appointments. Manage overall M&E preconstruction programming, including design, pricing, and contract close. Develop M&E design to meet cost and programme requirements. Identify and manage M&E risks and opportunities. Complete the M&E Contractors proposals. Ensure quality control and adherence to processes for M&E designs. Input into overall construction and commissioning programme for M&E aspects. Plan and estimate costs for M&E components. Review and critique M&E Tender Documentation. Manage M&E document control. Brief and engage Specialist M&E Consultants/suppliers for planning reports. Provide progress reports on M&E design internally and externally. Attend and assist in briefing the Construction Project Team at the design Handover Meeting. Support M&E Design Managers during detailed design, assisting with early design production, pre-start planning condition discharge, drainage, highway, and other statutory approvals as required. Obtain, review, and critique M&E quotations from Sub-Contractors during pricing. Assist Estimator / Commercial Manager in preparation of the financial bid submission for M&E components. Advise on BREEAM / Code / Renewable + general research issues with consultation with the team. Provide lessons learned on completion of each preconstruction stage for M&E aspects. Requirements Proven experience in M&E design management within the construction industry. Strong understanding of M&E construction processes and project management principles. Excellent communication and leadership skills. Ability to work under pressure and meet tight deadlines. Must live within a 45-minute drive of the Faslane/Coulport site. Must be willing to undergo full Security Clearance process. No option for remote working; presence on-site is mandatory. Proven experience in procurement and contract management for M&E components. Proven experience of managing professional M&E consultants. Thorough understanding of the M&E design development process, including BIM. Working knowledge of Building Regulations and codes of practice related to M&E. Proven experience of forging strong working relationships with internal and external customers. Good IT skills, particularly Microsoft Word/Excel. Excellent planning and programming skills.
