Job Summary:
The Senior Project Manager will manage and deliver the Councils Transport Strategy and associated Action Plans. This includes the design, consultation, and implementation of new Controlled Parking Zones (CPZs), Low Traffic Neighbourhoods (LTNs), and School Streets. The role will lead a portfolio of complex public-facing projects impacting the borough, working with internal and external stakeholders, and ensuring projects are completed on time and within budget.
Key Duties/Accountabilities (Sample):
Project Management: Manage and deliver the Councils plans and objectives outlined in the Transport Strategy, including the design, consultation, and implementation of new CPZs, LTNs, and School Streets. Oversee the review and implementation of minor schemes and identification of new paid-for parking schemes.
Delivery of Complex Projects Lead the delivery of a complex portfolio of public-facing projects, such as road safety interventions, major highway changes, and CCTV enforcement projects. Ensure timely delivery within budget, with a focus on high media and Elected Member engagement.
External Relationships: Maintain and manage relationships with key external stakeholders, including London Councils, the Department for Transport, Transport for London, and the Greater London Assembly, to ensure the Councils objectives are met.
Public and Stakeholder Engagement: Act as Senior Responsible Officer (SRO) for public consultations, Scrutiny, and formal/informal Elected Member briefings. The role involves out-of-hours meetings, including evening sessions.
Capital Program Management: Act as SRO for a capital program with a budget of up to £10 million. Oversee multiple funding sources, ensuring projects progress within approved funding constraints and contribute to the Councils annual budget setting process and Medium-Term Financial Strategy (MTFS).
Risk Management: Manage planning, reporting, and mitigation of financial and operational risks associated with complex highway infrastructure projects. This includes handling projects involving hazardous machinery, chemicals, work at height, and work in a live traffic environment.
Staff Management: Manage up to seven directly managed staff and up to ten additional consultancy/contracting staff. Lead a team of up to fifteen staff, including Project Managers, Engineers, and apprentices, working both in-office and on-site.
Delivery of Highway Works: Oversee the delivery of hard works to the boroughs highway network, ensuring the Councils Transport Strategy is implemented effectively. Manage third-party contractors and subcontractors carrying out works in all-weather.
Stakeholder Engagement and Communications: Lead on statutory and non-statutory consultations, resident and Elected Member briefings, roadshows, media engagement, and Council meetings such as Call-In, Scrutiny, and Cabinet.
Expert Advice to Members and Chief Officers: Provide specialist advice to Members and Chief Officers on policy and strategy and their implications on service delivery.
Financial Management: Oversee the financial management of a complex portfolio of projects, including budget planning, funding sourcing, and project financial controls. Prepare complex financial forecasting and reporting for use by senior leadership.
Tender and Procurement: Lead on preparing tender and procurement specifications, conducting tender exercises in line with the Councils procurement rules, with project values up to £10 million.
Legislative Expertise: Act as the Councils expert in a range of legislative requirements, including the Traffic Signs Regulations and General Directions, the Traffic Management Act 2004, the Road Traffic Act 1988, the London Local Authorities Act 1996, and the Civil Enforcement of Road Traffic Regulations 2022.
Professional Qualifications and Memberships: Maintain required professional qualifications and memberships, including Chartered Engineer status (civil engineering or highway engineering) and membership in relevant professional bodies.
Staff Leadership and Development: Lead and manage staff resources to optimize service delivery, ensuring motivation and focus on achieving objectives. Implement performance and development frameworks while informally mentoring and coaching staff.
Negotiation and Collaboration: Provide leadership and direction in sensitive negotiations, collaborating with external partners and stakeholders to set service priorities and ensure an integrated multi-agency approach.
Partnership Working: Foster effective working relationships with third-party organizations, statutory and non-statutory bodies, to promote collaboration and partnership working.
Employee Investigations and Hearings: Undertake employee investigations, hearings, and appeals in accordance with Council policies and procedures.
Mentoring Opportunities: Provide mentoring and development opportunities to junior staff, including graduates and apprentices.
Supervision and Deputizing: Supervise and manage staff as required and deputise for the Head of Service or Assistant Director when necessary.
Additional Duties: Undertake additional or alternative duties as required by the Council, including working in other service departments in the event of a crisis or emergency.
Skills/Experience:
Significant experience in managing complex highway infrastructure projects.
Strong knowledge of transport and parking strategies, legislation, and best practices.
Experience in managing large budgets and multi-disciplinary teams.
Proven ability to lead and manage public-facing projects with a focus on stakeholder engagement.
Experience working with external partners, including government agencies, local authorities, and the private sector.
Expertise in risk management, particularly in complex and hazardous project environments.
Ability to communicate effectively with senior leadership, Elected Members, and external stakeholders.
Strong financial management skills, including budgeting, forecasting, and reporting.
Experience in tendering and procurement processes for large projects.
Professional qualifications in civil engineering, highway engineering, or a related discipline, with Chartered Engineer status.
