The Commercial team are supporting the organisation on this journey by working collaboratively with internal stakeholders and subject matter experts across the organisation, as well as with our external partners to ensure that our Contract Lifecycle Management (CLM) processes are compliant to all relevant legislation and statutory requirements and deliver value for money, continuous improvement and efficiencies, whilst supporting and managing change, and embracing our ‘One Council’ approach.
To facilitate this, we are now looking to recruit two full-time permanent Contracts Managers to join our team. The successful candidates will have direct management responsibility of the high value critical Private Finance Initiatives (PFIs) contracts and support the implementation of our contract lifecycle management (CLM) programme by:
- Ensuring our more strategic contracts are managed in line with the Council’s CLM policies and procedure.
- Providing Commercial and CLM advice and guidance.
- Implementing CLM policies, procedures and best practice.
- Increasing and improving commercial awareness.
- Leading consistency in CLM operational practices.
- Driving efficient outcomes and benefits from spend with third parties.
- Understanding how to identify and mitigate risk.
- Protecting the Council’s interests.
The successful candidate will need to be able to:
- Demonstrate a good understanding of the commercial and operational impact of our contracts.
- Understand and be able to interpret contract clauses.
- Be highly organised with a methodical, structured approach to CLM including the ability to:
- Construct robust service specifications that deliver fit for purpose outcomes.
- Create contract management plans.
- Identify and mitigate risk.
- Implement and measure key performance indicators.
- Ensure contractual associated records are uploaded and accurate throughout the life of a contract in the CLM system.
- Operationally manage contracts robustly to achieve the required outcomes / outputs.
- Maintain excellent communication skills.
- Have a clear understanding of the ethos and challenges of the public sector.
- Be proficient in the use of appropriate IT Systems and software packages.
