Job Description

HAYS are delighted to be working with Sandwell Council to recruit a dedicated and experienced Interim Waste Strategy Manager to join their team. This pivotal role involves shaping the Council's strategic vision for waste management. The successful candidate will support the Head of Waste and Street Cleansing by developing, managing, implementing, and advising on strategy and policy frameworks, ensuring the effective delivery of high-quality services in compliance with relevant legislation.

This role is paying up to £650 per day (inside IR35), and hybrid working is available.

The key responsibilities of this role are:

  • Support the Alternate Weekly Collections (AWC) and Dual Stream Recycling Project with research and policy development.
  • Develop and implement waste policies and strategies in line with changing local and national legislation.
  • Prepare strategic business cases and presentation materials to support the Council's objectives.
  • Conduct strategic research and develop business cases for the AWC project.
  • Assist in the development and recruitment of the new waste client team.
  • Plan and implement key workstreams as part of the AWC project.
  • Collaborate with various Council services to align efforts for the benefit of residents.
  • Develop and implement policies to encourage waste reduction, reuse, and recycling.
  • Prepare information and training materials to support community engagement.
  • Support the Project Lead and wider project team to ensure effective service implementation.

In order to be successful in this role, you will have:

  • Extensive experience in waste management strategy and policy development.
  • Proven track record of managing complex waste management projects.
  • Strong understanding of local and national waste management legislation.
  • Experience in preparing strategic business cases and presentation materials.
  • The ability to conduct strategic research and develop business cases.
  • Experience in developing and implementing waste reduction, reuse, and recycling policies.
  • Strong project management skills, with the ability to plan and implement key workstreams.
