We are actively recruiting a Payroll Team Leader. The purpose of the role is to deliver an efficient, accurate, timely payroll and pensions service to our client and External Business including subsidiaries. Manage a diverse and growing team to ensure compliance with legislation, terms and conditions. This role supports the Payroll and Pensions Manager, delivering agreed services to the full satisfaction of all clients and meeting statutory, regulatory, legislative and performance requirements. The post holder will be a payroll professional who can make day to day decisions, be a competent manager, work unsupervised and independently, whilst working as part of a team keeping colleagues and direct reports are trained regularly updated to ensure consistency across the Payroll and Pensions team. Main duties and responsibilities * • Hands on processing of end to end payrolls as required during payroll cycles. * • To directly manage and motivate a small team of three, giving direction, support, ensuring the team are multi-functional, competent, operate flexibly and meet operational demands to deliver a high-quality service whilst working a hybrid style across home and office locations. * • Carry out 1:1’s monthly with direct reports, identifying appropriate targets and indicators. * • Ensure work is processed and delivered accurately within the agreed timescales and according to Payroll deadlines. Use professional knowledge when giving advice and guidance. * • Work with the Payroll & Pensions Manager to continuously review processes, monitor, develop and improve the efficiency of the service to meet the needs and demands of all service users and stakeholders. * • To assist with the day-to-day oversight of all the computerised payrolls containing personal details of all staff on an integrated HR & Payroll system. * • Provide interpretation and guidance on the operation and implementation of regulations and statutory requirements in relation to payroll provision. Maintain links with relevant specialist service areas to ensure the team is up to date with legislation and HMRC regulations. * • To always maintain confidentiality in line with the Data Protection Act and General Data Protection Regulation (GDPR). Person Specification Qualifications Essential * • CIPP or equivalent Payroll qualification and/or extensive relevant experience * • Good general level of education (4 GCSE’s or equivalent including Maths and English). Experience Essential * • Line management experience * • Comprehensive understanding of computerised financial management and/or payroll/HR systems and proven experience of analysing and interpreting complex information. * • Ability to demonstrate practical and/or procedural knowledge in a specialist area, as well as the ability to turn theoretical knowledge into practical applications. Desirable * • Specialist knowledge of Resourcelink HRIS * • Experience within Local Government Skills * • Demonstrable ability to interpret legislation, statutory guidance, and good practice in relation to pension administration processes. * • Demonstrable ability to use analytical skills to interpret complex information and situations. Undertakes work that requires a range of imaginative solutions and responses and involves application of fresh and innovatory thinking. * • Well-developed communication skills with the ability to present complex and/or sensitive information in an understandable way, using a variety of methods across a range of audiences. * • Demonstrable ability to work within recognised procedures and respond independently to problems where there are no recognised procedures and decisions must be made without access to a manager. * • Demonstrates the ability to deal with high levels of work-related pressure, for example from deadlines, interruptions, or conflicting demands. * • Can demonstrate dexterity, co-ordination, or sensory skills, where there is some demand for precision in the use of these skills, for example driving and/or the general use of a computer during the working day. * • Demonstrable ability to undertake direct responsibility for the line management of others, with the ability to provide direction, empower people to achieve objectives and take responsibility for team members’ actions and errors. The post reports to the Deputy Payroll and Pensions Manager Responsible for the supervision of a small team of Payroll & Pension Officers and Trainees Undertakes work which has from time-to-time contact with, or work for, other people (other than immediate work colleagues) which, through their personal circumstances or behaviour place emotional demands on the jobholder (e.g ill-health retirement process) Financial Accountabilities 1. (i) Provide input into the development of policies and procedures which affect pay, remuneration and benefits ensuring the policy complies with the current legislation/statutory guidance. 2. (ii) Considerable amounts of computerised information where care, accuracy, confidentiality, and security are important. 3. (iii) Regular careful use of very expensive equipment. This is 3 to 6 month contract
