Key Objectives
Subcontractor Management on Cradle to Grave basis across range of projects (Sourcing, Qualification, Bidding, Negotiating, Ordering, Order Administration and Coordination, Payment Certs, Variations, Performance Reporting and Order Finalisation).
Supervise QS / Subcontract Manager resources, including peer review of FOSCA s.
Member of Project Procurement & Subcontractor Leadership Team.
Provide subcontract lead on assigned projects.
Drive time efficient support for all Subcontract needs.
Main Activities
Subcontractor Sourcing & Qualification
Developing and managing relationships with subcontractors to ensure that they provide high-quality services at competitive prices.
Support use of SME Subcontractors.
Issue and manage Supplier Qualification Process with assigned Subcontractors.
Bidding & Negotiation
Read, understand and abstract technical information from drawings and specifications to procure required services.
Determine the best sources of supply for service required by the company, based on price, quality, delivery time, and other criteria.
Issue RFX s to Subcontractors via Scanmarket Tool (eProcurement).
Negotiate to Award of Subcontractors and inform non-awarded Subcontractors of general reasons for non-award (to promote further opportunity in future).
Support Business Development where required to assist in estimating costs for Sales Offers.
Order Administration and Coordination
Overall management of Subcontractor and any relevant variations.
Produce and issue purchase orders in line with project programming.
Desktop expediting of subcontractor including all required documentation.
Leading any variation or claim negotiations relating to Purchase Orders.
Ensure timely issue of Payment Certificates (generally done by site personnel) & PO /Contracts are suitably finalised.
Ensure Supplier Performance assessments are completed in a timely manner.
Project Management
Input to and continued maintenance of Project specific Procurement / Subcontractor Strategies.
Input to and continued maintenance of Project specific Project Execution Plan (PEP).
Assess and produce reports on total project costs against set budgets.
Provide cost and schedule input and reports to Project Controls.
General
Ensure compliance of Subcontractors, Colleagues and self with ABL Code of Conduct.
Ability to communicate at all levels.
Any other duties as reasonably required.
Experience & Qualifications
5 years QS or contractor procurement experience, ideally in project environment.
Used to working with ERP systems (ideally Oracle or MS Nav).
Experienced user of MS suite, especially Word, Powerpoint & Excel.
Familiarity with procurement software (e.g. Scanmarkets or other eProcurement Tools).
Should be MRICS or prepared to qualify as such (MCIPS or similar also acceptable).
SC Clearance / P4 Pass Holder.
Key Relationships
Engineering, Procurement, Project Team & Site Materials, Vendors and Subcontractors, Accounts Payable, Senior Management / Directors.
Additional Requirements
There will be the need to travel with possibly some extended periods away from the main office to support projects.
