The team of Power, Control and Telecommunications comprises engineering experts for
Electrical Power, Telecoms and Signalling. We support our Operations, Economic and
Safety colleagues assuring a safe, economic and reliable railway.

Job Purpose

Reporting to the Principal Engineer – Digital Signalling, the role is primarily dealing with holding infrastructure managers (IM’s) such as Network Rail and HS1 to account for the asset
management of conventional signalling systems during the transition to Digital Signalling.
Opportunities to work with industry to help shape the progression of signalling systems.
Working with other ORR departments to provide expert opinion during investigations.

Key Responsibilities

  1. Support our assessment of whether IM’s asset policies are consistent with achieving
    and sustaining the safety, condition and performance of the asset group at least
    whole life cost.
  2. Support our assessment of whether IM’s plans are consistent with the relevant asset
    policies.
  3. Monitor asset safety, condition and performance, and IM’s delivery of the planned
    maintenance and renewals (including volume and expenditure), and collate evidence
    to support holding IM to account for any shortfalls.
  4. Support the asset group assessment during Periodic Reviews in planning,
    development and benchmarking activities for signalling.
  5. Review and monitor IM’s regulated asset management outputs in relation to
    signalling, including efficiency reviews and control period delivery plans, annual
    returns and progress with achieving best practice.
  6. Provide specialist technical advice within areas of specific competence across ORR
    in relation to signalling and level crossings supporting our other sections dealing with
    rail infrastructure issues.
  7. Support on authorisations to place CCS assets into service in accordance with
    interoperability requirements.
  8. Assist and support investigations with technical expertise as required.

Technical Requirements

  1. Must be able to demonstrate competence in conventional signalling and an appreciation of
    interacting systems.
  2. Excellent analytical abilities – with a good level of both numerical and verbal reasoning abilities.
  3. An appreciation of current Regulatory framework and Asset Engineering practice.

Mandatory Qualifications

  1. HND or ability to demonstrate equivalent industry
    qualifications.

Mandatory Memberships

  1. Working towards CEng or industry equivalent.
  2. IRSE or technical equivalent e.g. IET.
