Connect2Kent recruit exclusively for Kent County Council. We recruit for a range of Social Work positions both Locum and Permanent.

Kent County Council is Ofsted rated as ‘Outstanding’. We are currently recruiting for an Assistant Director to join the Adults Social Care Directorate. Previous experience as an Assistant Director is essential. You should also be able to demonstrate an impact in management performance and finance and recent experience in managing operational functions.

Purpose of the Job:

Provide strategic leadership and operational direction of an Adult Social Care service within a geographic area or countywide, to ensure effective delivery of services, using an understanding of the changing demographic profile of adults and how to manage increasingly complex demand within an extremely challenging financial environment. Engage with and develop effective partnerships within the local health and social care economy to maximize opportunities to enable adults to live independently and exercise choice and control over their lives.

Main duties and responsibilities:

  1. Accountable for providing strategic leadership and operational direction in the development and delivery of effective services within the legislative framework, reflecting and developing national themes to promote independence, manage demand and maximize opportunities from the local health and social care economy including engagement with the Integrated Care Partnerships.
  2. Accountable for managing an Adult Social Care budget in line with Government and KCC financial regulations and developing strategies to meet the Medium Term plan.
  3. Accountable for the service performance in line with national, departmental and integrated health performance targets and standards.
  4. Lead and be responsible for the quality of care across the Service, ensuring high standards of practice and continuous professional development, including compliance with statutory frameworks such as Safeguarding Vulnerable Adults framework and protocols, the Mental Health Act and the Quality Assurance Framework.
  5. Establish, deliver and develop innovative services, including maximizing digital solutions within a budgetary framework, taking a proactive role in influencing partners across Health and Social Care, and the private and voluntary sectors, to ensure that dignity and respect are embedded in all service provision.
  6. Develop and proactively encourage collaborative working relationships with key external partners, especially health, to promote integrated Health services, which will ensure the delivery of integrated services in a person-centred cost-effective way.
  7. Work closely with the Strategic Commissioning function to ensure the development of services meets the assessed needs of the population and use market oversight and analytics for market shaping.
  8. Lead, develop and inspire a staff group to deliver integrated services. Ensure robust workforce development and succession planning for the social care service. Promote a culture of highly effective support and supervision to enable the delivery of high quality and consistent standards across the Directorate, thereby fulfilling the changing demands of the person-centred service.
  9. Support the Directors of Adult Social Care and Health, working collaboratively as part of the senior management team, deputising for the Director as and when required.
