On behalf of FCDO, we are looking for a Facilities Management Commercial & Contracts Manager – (Outside IR35) for a 6 months contract working on a hybrid basis with an expectancy of 2/3 days working in the London Office.

The UK Estate team is responsible for management of the FCDO’s UK Estate. It provides a safe, secure and legally compliant working environment. We make sure that property and facilities-related contracts, and associated work, are procured and managed professionally and deliver value for money. We plan and deliver maintenance and build programmes based on legal and statutory requirements and business needs.
We are seeking an experienced and dynamic Commercial and Contract Manager to oversee our services contracts across our multiple sites in the UK (focused in London and Milton Keynes).
The successful candidate will be responsible for overseeing the financial management and performance of our TFM provider ensuring delivery of high-quality facilities management services and maintaining client satisfaction.
As a Facilities Management Commercial & Contracts Manager – (Outside IR35), your main responsibilities will be:
For BAU Contract Management:
- Contract Management: Manage and oversee all aspects of the TFM contract, ensuring compliance with contractual obligations and service level agreements (SLAs). Track and resolve disputes/issues.
- Ownership and accountability: Manage contract changes regarding scope, price, procurement rules, and processes.
- Project/Programme Management: Oversee the contracted Annual Programme of Works to ensure alignment with commercial requirements.
- Operational Oversight: Liaise with site representatives overseeing day-to-day operations of facilities management services.
- Performance Management: Monitor and manage performance, ensuring service delivery meets or exceeds expectations.
- Budget Management: Manage budgets and financial performance of the contract.
- Health and Safety: Ensure all services are delivered in compliance with health and safety regulations.
- Continuous Improvement: Identify and implement opportunities for continuous improvement in service delivery.
- Reporting: Prepare and present regular reports on contract performance and financial status.
For future supplier:
- Lead a smooth transition to the future TFM supplier, including implementing financial models and billing processes.
- Ensure effective planning for the close down of the existing contract.
- Ensure effective planning for the mobilisation of the new contract.
Commercial/Finance Management:
- Oversee a budget of approximately £40m admin and £3.5m capital.
- Monitor spend against forecast and analyse trends.
- Engage with team leaders to challenge their spend against the agreed budget.
You will be accountable to our Head of UK Estate.
Essential:
- DV Clearance is an essential requirement for this role.
- Minimum of 5 years’ experience in a contract management role within the facilities management sector.
- Strong leadership, communication, and interpersonal skills.
- In-depth knowledge of facilities management services.
- Proven ability to manage budgets and financial performance effectively.
- Excellent understanding of health and safety regulations.
- Strong analytical and problem-solving skills.
- A recognised qualification in Facilities Management or a related field.
Desirable:
- Procurement of services contract of this nature and scale.
- IOSH managing safely qualification.
- Understanding of operational maintenance programmes in a secure context.
- Understanding of FCDO Accounting processes and compliance expectations.
