On behalf of FCDO, we are looking for a Security Contract Manager – (Outside IR35) for a 6 month contract working on a hybrid basis with an expectancy of candidates working between 2/3 days per week from the London Office.
The Foreign, Commonwealth & Development Office (FCDO) pursues our national interests and projects the UK as a force for good in the world. The UK Estate team is responsible for management of the FCDO’s UK Estate. It provides a safe, secure and legally compliant working environment. We make sure that property and facilities-related contracts, and associated work, are procured and managed professionally and deliver value for money.
The role will focus on re-procuring our Security Services Contract and supporting business as usual – general contract management duties to ensure that the outsourced contract delivers against the service specification to quality and cost as stipulated in the contract.
Main Responsibilities:
- Developing a strong working relationship with the ESND security specialists to deliver an effective and efficient security service in order to protect staff, information, assets, buildings and key infrastructure.
- Liaising with ESND Security policy experts to ensure the provision of the services meet our current and future specifications.
For Re-procurement of the Contract:
- Working closely with the Category Lead for Security in FCDO Commercial to ensure best value and compliant solutions for all procurement activities.
- Analysing the threats – engaging with FCDO security experts, and others to determine if our threat has changed.
- Developing the specification (we are looking to change from output to input specification).
- Developing and securing approval of the Outline Business Case.
- Leading on the procurement process.
- Developing and securing approval of the Final Business Case.
For BAU:
- Management of the FCDO security guarding service contract.
- Monitoring and challenging service providers performance levels against agreed KPIs to ensure that contractual standards are delivered and maintained.
- Act as point of contact for the escalation of issues/concerns regarding any perceived shortfalls in the delivery of the security guarding contract(s).
- Participate in operational performance meetings with the relevant contractors and stakeholders to ensure operational, financial, and H&S commitments are delivered.
Essential:
- DV Clearance is an essential requirement for this role; as a minimum you must be willing & eligible to undergo checks.
- Experience of managing a services contract of this nature and scale.
- Experience of security services.
- Understanding of relevant statutory compliance requirements in relation to the effective operation of our UK estate.
- Knowledge of relevant health and safety, environmental and sustainability policies.
- Demonstrable negotiating skills.
- Working knowledge of Microsoft Office standard packages.
Desirable:
- Procurement of services contract of this nature and scale.
- Understanding of HMG approved physical or electronic security infrastructure.
- Awareness of FCDO governance models and requirements.
- Hold or working towards recognised qualifications in Facilities Management (IWFM as an example) or membership of a FM professional body or related security/building industry qualification.
- Hold or be working towards recognised contract management qualifications.
- IOSH managing safely qualification.
- Understanding of operational maintenance programmes in a security context.
