THE SERVICE
The aim of Cwm Taf Morgannwg Integrated Substance Use Service is to engage people who use drugs or alcohol, and or their concerned others, in the treatment system and support them when accessing it. This includes early intervention, engaging and assessing service users, needle exchange, brief interventions, outreach, training, case management, health promotion and harm reduction initiatives and recovery and aftercare services.
Barod services are provided in a non-judgmental, non-discriminatory, and professional manner and in a way that demonstrates courtesy and respect for individuals using substances, and sensitivity to their unique personal situations and experiences.
ROLE PURPOSE
The team leader will lead in the delivery of prevention and recovery support across Cwm Taf and Bridgend. They will contribute to the safety of individuals within communities who experience the negative impacts on homelessness and mental health. They will provide opportunities for employment, training, education, and pro-social activities to aid and sustain recovery. They will involve individuals in the planning of their aftercare, promoting service user involvement and co-production in service delivery. They will support the Head of Service and Service Managers with the day-to-day operation of Cwm Taf Drug and Alcohol Service (CTDAS) and Bridgend Drug and Alcohol Service (BDAS) and general coordination of service components and activity.
MAIN DUTIES AND RESPONSIBILITIES
Staffing
- Contribute to the recruitment, induction and development of new staff.
- Support and provide supervision and appraisal to staff in this service strand to enable them to undertake their responsibilities in respect of service delivery / performance and quality issues.
- Meet regularly with the Service Manager for briefing and participation in supervision.
- Ensure that staff are given opportunities to learn and develop in their role.
- Use coaching as a vehicle for staff development.
- Encourage and support supervisees to reflect on and develop their practice.
- Provide support and guidance regarding practice issues within prevention, community support, peer education and recovery.
Service Delivery
- Oversee the development, delivery, and evaluation of universal, targeted, and exposed community prevention work programmes.
- Co-ordinate and oversee a full programme of prevention, education, and recovery activities as part of the service pathway.
- Supervise the provision of peer led support, information, guidance, advocacy, and other interventions to participants of the Peer Mentoring service, based on the individuals’ assessed needs, as part of a package of care and progression.
- Work in partnership with partners and other service providers, as part of a collaborative delivery model.
- Oversee all functions in relation to recovery services, ensuring that provision is inclusive, well planned, and accessible to everyone throughout the Cwm Taf and Bridgend areas.
- Ensure there are clear opportunities and processes for service users to be involved in decisions about their mental health care, accommodation, and welfare, developing pathways to meet those needs as required.
- Design and co-ordinate the delivery of outreach campaigns and promotional events across the region.
- Work with colleagues and partners to provide a comprehensive range of age appropriate prevention and recovery interventions.
- Contribute to the ongoing development of the service.
- Ensure that all referrals requiring follow on support are taken to joint allocation meetings (JAM) for discussion and actioning.
- Signpost identified populations affected by drug and alcohol use to appropriate services where they fall outside of the remit of this service.
- Foster and sustain good working relationships with communities, services, statutory and strategic partners, and stakeholders.
- Contribute to the establishment of protocols and integrated care pathways in CTDAS and BDAS and to provide advice on care pathways to partner agencies.
Other duties
- Monitor all activities and ensure that they are recorded accurately and within agreed timescales.
- Contribute to the development and review of organisational policies and procedures as and when appropriate.
- Positively promote and represent CTDAS and BDAS in the public / external arena including engaging with media.
- Retain and maintain all information (paper and electronic) in line with service level agreed guidelines and statutory protocols, such as GDPR.
- Work with the service manager and HR business partner in relation to staffing matters, including wellbeing, discipline / grievance and complaints.
- Undertake other reasonable duties as requested, but which may not be specified within the job description.
PERSON SPECIFICATION
Ideally all these requirements must be met by the candidate on appointment. Qualifications and training
- Expected to meet basic skills in literacy and numeracy.
- Experience or knowledge of facilitating group work.
- Relevant experience in the delivery of structured prevention and recovery interventions, including psychosocial therapies.
- Relevant qualification in Health and Social Care.
- ILM Management and Leadership qualification.
- An understanding of current legislation and policy in relation to substance use and mental health for people using substances and their concerned others.
Role-related knowledge, skills & experience
- Ability to work effectively with people regardless of their ethnic, cultural, social backgrounds, their gender, age, religious belief, disability and sexual orientation.
- Experience of working with vulnerable communities, those affected by substance use/ homelessness and/or poor mental health.
- Proven ability to network and build professional relationships. Good interpersonal skills.
- Experience of line management or supervision skills.
- Knowledge of substance use treatment and care pathways.
- Knowledge of the Welsh Government’s drug strategy and Recovery Framework.
- Knowledge of Cwm Taf Morgannwg’s Mental Health and Wellbeing provision.
- Knowledge or experience of substance use including evidence based therapeutic interventions.
- Knowledge or experience of delivering harm reduction interventions to substance users.
Interpersonal skills
- Ability to problem solve, work under own initiative and able to work under pressure.

Other
- Full current driving licence, and use of a vehicle which is insured for business use.
- The ability to speak Welsh and promote the Welsh Language.
