Job Description:
Spencer Clarke Group are working with a London local authority to secure a Finance Manager focusing on Capital and Commercial. You will be joining a highly experienced and dedicated capital team within the local authority. Join a dynamic team at the Finance Department of the Council and play a pivotal role in achieving our objectives aimed at providing the best value for residents and ensuring financial sustainability.
Key Objectives:
- Deliver the best value for residents by optimizing outcomes at lower costs.
- Maintain robust systems and processes for accurate and democratised information.
- Drive impactful change through evidence-based strategies.

Key Responsibilities:
- Provide strategic vision and financial advice for sustainable development.
- Manage resources effectively and ensure budgetary control.
- Prepare and present high-quality reports for informed decision-making.
- Support financial planning and develop funding strategies.
- Act as a strategic advisor and foster customer-focused finance service.
- Ensure compliance with regulations and maintain financial controls.
- Lead and motivate staff, fostering a culture of continuous improvement.
- Drive change initiatives and identify commercial opportunities.
- Embrace digital innovation to support service-wide strategies.
Requirements:
- Relevant qualifications and significant post-qualification experience.
- Strategic management experience in a large organization, preferably local government.
- Proven stakeholder persuasion skills and resource management experience.
- Strong interpersonal, communication, and leadership skills.
- Ability to analyse information objectively and drive change initiatives.
- Proficiency in IT tools and digital technologies.
Qualifications:
- Full member of CCAB (preferably CIPFA), CIMA, CFA, or ACT with significant post-qualification experience.
- Evidence of significant relevant continuing professional development.
Experience:
- Strategic management experience in a large public sector organization, preferably local government.
- Extensive experience in closing accounts within a large organisation.
