Job Description:

Job Title: Assistant Director of Community Safety, Resilience & CCTV
Department: Public Realm
Reports To: Director of Public Realm
Grade: Senior Leadership
Day Rate: £500 per day Umbrella PAYE
Work Model: Hybrid (office/remote)

Role Purpose

As a strategic leader within our Public Realm Directorate, you will drive the Council’s vision for community safety, resilience, and surveillance systems. You will lead a multidisciplinary team to reduce crime, safeguard vulnerable groups, and ensure robust emergency preparedness across the borough.

Key Responsibilities

Strategic Leadership:

  1. Oversee the Community Safety Strategy, including CCTV operations, anti-social behavior (ASB) reduction, and Violence Against Women and Girls (VAWG) support services.
  2. Lead emergency planning and resilience initiatives, ensuring compliance with national frameworks and rapid response to crises.
  3. Represent the Council at regional/national forums (e.g., policing bodies, safeguarding boards) to influence policy and secure funding.

Partnership & Governance:

  1. Chair Safety Advisory Groups (SAGs) for major public venues, ensuring compliance with safety regulations and addressing risks.
  2. Strengthen partnerships with police, fire services, health agencies, and community organizations to align priorities and resources.
  3. Act as the Council’s lead advisor on crime prevention, safeguarding, and emergency management for elected members and senior leaders.

Operational Excellence:

  1. Manage a £10m+ revenue budget and 130+ staff, driving efficiency and innovation in service delivery.
  2. Direct enforcement teams (e.g., Law Enforcement, ASB units) to reduce environmental crime and protect vulnerable residents.
  3. Oversee performance of commissioned services, ensuring value for money and accountability.

Innovation & Advocacy:

  1. Champion data-driven decision-making, using insights to target resources and reduce gang violence, exploitation, and ASB.
  2. Advocate for the Council’s priorities in government consultations and regional partnerships.

Candidate Must-Haves:

  1. Community Safety Leadership: Proven experience leading and managing Community Safety Teams, delivering impactful outcomes in crime reduction and public safety.
  2. Emergency Planning Expertise: Hands-on experience in emergency planning and response, including being on-call as part of an emergency response framework.
  3. Safety Advisory Group (SAG) Leadership: Experience chairing SAGs for high-profile venues or events, ensuring compliance with safety standards and addressing risks.
  4. Strategic Acumen: A deep understanding of community safety, resilience, and CCTV operations, with the ability to translate strategy into actionable plans.
  5. Partnership & Stakeholder Skills: Strong ability to build and maintain relationships with elected members, senior stakeholders, and external partners (e.g., police, health agencies).
  6. Commissioning Experience: Experience leading commissioning processes, particularly in areas such as VAWG services and CCTV systems.

Person Specification:

  1. Qualifications: Degree-level education in a relevant field (e.g., public policy, criminology) or equivalent leadership experience.
  2. Experience: Senior leadership in local government/public sector, with expertise in community safety, emergency planning, or CCTV management.
  3. Proven success in managing multimillion-pound budgets and large teams.
  4. In-depth knowledge of Crime and Disorder Act, safeguarding frameworks, and partnership governance.
  5. Skills: Strategic thinker with ability to translate policy into action. Strong negotiator and influencer, adept at building cross-sector alliances. Resilient leader with experience in crisis management.
