Position: Proposal Manager
Location: London – 3 Days\’ Office Based / 2 Days\’ Remote
Project: Offshore Wind Project
Our client is seeking an experienced Proposal Manager to join the offshore wind tendering team.
The Ideal candidates will have a background in large offshore installation scopes or significant fabrication projects involving multiple structures.
Key Responsibilities:
- Manage commercial bids to maximize success in contract awards and optimize commercial outcomes.
- Develop and implement the Proposal Plan.
- Organize and conduct the bid kick-off meeting.
- Define the bid cost structure in collaboration with the Estimator.
- Manage interfaces with Partners and Clients.
- Clarify the scope of work for all parties involved in the bid.
- Analyse contract requirements and conditions.
- Oversee the development of cost estimates by the Estimator.
- Approve the cost estimates for internally performed activities, based on evaluations from technical and procurement departments (engineering, procurement, assets management).
- Approve the preliminary project cash flow developed by the Estimator.
- Define the project organization, overall project schedule, execution plan, and resource plan.
- Integrate proposal packages from individual Operating Companies and Proposal Partners; reconcile discrepancies for onshore projects.
- Prepare Cost Closure Reports.
- Submit the Proposal to the Client.
- Manage post-bid clarification with the Client.
- Lead negotiations with Clients regarding pricing, commercial, contractual, and technical aspects of the Proposal, and formalize contracts.
- Prepare the Proposal Close-out Report.
- Design the Project Architecture.
- Ensure proper Risk Analysis is applied, maintaining a comprehensive risk register through Risks and Opportunity Breakdown Structure (ROBS) methodology.
Qualifications:
- Proven experience in managing proposals for large offshore installation or fabrication projects.
- Experience working for an EPCI environment
- Strong analytical skills and attention to detail.
- Excellent communication and negotiation skills.
- Ability to work collaboratively with diverse teams and stakeholders.
