Project Officer | 7663 | Fixed Term Contract until 30 September 2025 | 37 hours per week | £33,366 to £35,235 per annum (Scale H) | County Hall
This exciting role will provide support to the Lead Projects Manager and senior managers within the Cycling and Walking Delivery team, Environmental Service. The Project Officer will assist with delivery, identifying and securing resources for delivering externally funded project work.
This role will be instrumental in delivering a wide range of disciplines from concept development through to implementation involving multi-disciplinary teams, external contractors, staff from external bodies and community representatives.
This role is funded by the Local cycling and walking infrastructure plan, meaning the scope, value, duration and range of stakeholders for each project will vary to meet the service needs of the Countryside teams. Creation and maintenance of delivery plans, risk registers and project highlight reports will play a key part in this role.
It takes forward the cycling and walking strategy for health benefits to enable people to connect to places across Norfolk’s Network of quiet roads, trails and other public rights of way. Walking and cycling also offers solutions to the problems of traffic congestion in our towns and improves quality of life, a stronger economy and an enhanced environment.
We are looking for a highly experienced and motivated individual to find more effective ways of delivering services. They will need to demonstrate an innovative approach which embraces new ways of working with a commercial outlook to maximise the value of partnership working, community and business sector involvement. Collaboration with the wider team will be required in order to deliver the projects along with leading on elements of the projects to include preparing internal reports, attending meetings with the Lead Projects Manager and Head of Service and on their behalf as required.
Key Responsibilities Will Include
- Identifying resources for delivering externally funded project work
- Coordinating the delivery of projects from concept through to implementation
- Developing and supporting partnership working with external stakeholders
- Reviewing and monitoring project resources, programmes and budgets
- Producing financial and activity reports and preparing claims
- Preparing project initiation documents, briefs and procuring works and services
- Maintaining systems and procedures for the control and delivery of projects through the Environment Senior Officer Group using established systems, processes and protocols
Excellent writing and verbal communication skills are essential in this role, as is a good understanding of publicly available grant funding institutions. Ability to understand, interpret and disseminate information is key to the role along with the skills to produce clear understandable pieces of work to a mixed audience. Initiative and a proactive skillset are needed in order to problem solve.
A flexible approach to collaborative working and the ability to work under pressure to tight deadlines is essential.
